This position supports a senior supervisor with the prioritization and scheduling of solid waste operations. The incumbent is responsible for creating and submitting comprehensive and timely reports on the work completed and milestones achieved, as well as tracking the maintenance and progress of projects.

Duties

Responsible for collecting, sorting, identifying, storing, and preparing waste/materials for reuse or disposal that are received at the transfer station and composting facility. Determines acceptance, reusability, and disposal requirements for all incoming waste of the transfer station and composting facility including organic and inorganic materials, hazardous and non-hazardous waste, ferrous and non-ferrous metals, construction and demolition wastes, and complex electronic/mechanical equipment, assemblies, and components. As a field role, the incumbent will carry out work involved in the maintenance and repair of grounds, exterior structures, buildings and related fixtures and utilities in accordance with Kalaupapa's Cultural Landscape Report and Secretary of the Interior's Standards for the Treatment of Historic Properties using a variety of trade practices such as the carpentry, plumbing, electrical, cement work, painting, and other related trades. Physical Demands: This position performs moderate to heavy lifting when moving material by hand or hand-truck. The incumbent may push, pull, lift, or carry items that weigh up to 50 pounds unassisted. Heavier items are moved with weight handling equipment or with assistance from other workers. The work requires the incumbent to bend, squat, twist, turn, stoop, and reach overhead, often in tiring and uncomfortable positions. The incumbent is required to walk and stand for prolonged periods of time on even and uneven surfaces.The incumbent works from ladders, scaffolds, and platforms Working Conditions: The work of this position is generally performed in a controlled environment but is subject to all seasonal and weather extremes and various travel conditions. The incumbent must drive and sit in uncomfortable positions for extended periods. There is constant exposure to traffic hazards, inclement weather, noise, dust, disagreeable smells and fumes, grease, and unsanitary health hazards. Various levels of mental application are required, i.e., memory for details, emotional stability, discriminating thinking, creative problem solving. The position requires the ability to hear, see, communicate, sit, stand, walk, kneel, crouch, jump, and the physical mobility to negotiate getting in and out of heavy equipment. This position has exposure to stressful situations as a result of human behavior. Work is often performed under deadlines and time constraints. Work conditions include high noise levels, strong and unpleasant odors, vibration from equipment and dust from various materials. The incumbent must be able to wear PPE including uniforms, hard hats, safety glasses, safety boots, gloves, hearing protection, face masks, and/or respirators. The National Park Service has determined that the duties of this position are NOT suitable for telework. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
