Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Diversity Equity Inclusion and Accessibility (DEIA) Specialist, you will:
Work closely with the DAS of Operations and PIH's senior leadership, the Department, other stakeholders, and partners to ensure high-quality programming, policies, and communications that welcome diversity, foster inclusion, and prioritize equity within PIH and its services.
Align HUD's vision for diversity, equity, and inclusion and PIH's efforts toward Diversity, Equity, Inclusion, and Accessibility.
Review and analyze executive orders and other policy documents to provide guidance to the agency concerning the implementation of new program assignments.
Provide essential leadership by advising senior leadership in managing and coordinating the implementation of the PIH's DEIA initiatives through coordinated interpretation of Executive Orders, laws, regulations, and policies.
Work to ensure DEIA is interwoven into the agency's mission, vision, culture, and strategy and reflects how PIH leverages diversity to improve performance.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Evaluating and interpreting policies pertinent to diversity, equity, inclusion, and/or accessibility (DEIA).
- Strategic employee engagement planning, analysis, and performance assessment for a variety of agency human resources programs.
- Conducting studies of workforce issues independently or collaboratively to assess impacts on programs or different demographics.
- Conduct research, analyze data sets, and work with team members to develop workshop presentations on mitigating bias within or performing equity reviews on phases across the talent management cycle (e.g. professional development, promotions, hiring strategies).
- Participating in working groups to collaborate on workforce engagement improvements.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience responding to requests for information; AND
- Experience communicating the mission and initiatives of an organization to important stakeholders and other external audiences; AND
- Experience developing, planning, implementing and monitoring employee engagement and special emphasis/diversity programs and ensuring compliance with all related laws, regulations, and policies; AND
- Experience providing assistance or recommendations on programs and Diversity, Equity, Inclusion, and/or Accessibility policy; AND
- Experience evaluating programs to assess or improve the effectiveness of the program.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
