The purpose of this position is to serve as a Training Specialist developing graduate level aircrew programs of instruction for aircrew flying training programs for USAF and Foreign Military Sales customers. Specialist will be responsible for developing all graduate level instruction on all crew positions on a major weapons system for Mobility Aircraft.
Duties
Plans, coordinates, designs, and validates major components of graduate level aircrew flying training instructional design.
Develops, reviews, and revises graduate level aircrew flying training instructional materials in accordance with established learning objectives.
Using training experience and knowledge of graduate level aircrew flying training, develops the plan and measurement devices for measuring achievement of instructional objectives.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft. A passport is required when traveling to meet Foreign Military Sales (FMS) customers.
- Incumbent may work an uncommon tour of duty.
- Must obtain and maintain a SECRET clearance as a condition of employment.
- Required to file annual financial disclosure statement per Ethics in Government Act of 1974, as implemented by 5 CFR 2634 and the Joint Ethics Regulation section 7-300. Required to file using the Financial Disclosure Management (FDM) system.

- Defense Acquisition Workforce Improvement Act (DAWIA). The employee must be Level I certified within 18 months of beginning job and maintain currency by completion of 80 Continuing Leaming Points (CLP) every 24 months.
- Required to maintain currency on changes in Acquisition Quality Assurance and advances in fields relating to training technology and training programs.
- This is a drug testing designated position per AFI 90-508. The incumbent is subject to random testing for drug use.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This is a Competitive Detail Not To Exceed 1 Year. This position is limited to 97 TRS EMPLOYEES at Altus AFB for Air Force internal applicants.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Comprehensive and thorough knowledge of a wide range of professional concepts, principles, practices, procedures regulations, and laws applicable to a full range of ground based, aircrew flying training responsibilities such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments. Knowledge of a wide range of principles, practices, and concepts involved_ in flight rules and procedures, aircraft characteristics, and aircraft systems to develop the syllabus for courses required through academic instruction and flight simulator missions. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources.

EDUCATION: Successful Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of graduate level aircrew flying training administration, policies, and procedures to develop an adequate training program.
2. Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of training. Detailed knowledge of higher level quality systems such as ISO 9000 or AS 9100.
3. Knowledge of data collection techniques and practices used to extract or obtain a variety of information required for the evaluation of training programs.
4. Ability to establish program objectives and to assess progress toward their achievement. Must be flexible in order to achieve program objectives, particularly where FMS customers are concerned.
5. Ability to apply the principles and techniques of education and to help graduate flying students acquire specific skills and knowledge.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
