The primary purpose of this position is to serve as a first level supervisor providing planning and direction to, organizing work for, and exercising control over assigned nonsupervisory subordinate employees. Supervises Training Instructors who instruct in initial skills, advanced, and/or supplemental Technical Training courses utilizing approved curriculum.
Duties
Plans, organizes, and directs the activities of the section, ensuring that the courses taught comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Develops and/or revises lesson plans and training materials.
Instructs students through assigned blocks of instruction at basic and/or advanced levels.
Represents the training section supervised with a variety of installation and functional area organizations and works on special projects as directed.

- (cont) that require special safety precautions, e.g., working around electrical and radiant energy and moving parts, carts, machines, and vehicles with exposure to irritant chemical and noise. Employees may be required to use protective (cont)
- (cont) protective clothing or gear such as masks, boots, goggles, hearing protection, gloves, and/or shields. May involve some work outside on the flight line in a simulated flight line environment, subject to cold, heat, and/or dust
- Must obtain and maintain a SECRET security clearance
- Must be able and willing to assume a lead/supervisory position

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Supervise and direct both technical and administrative work of civilian subordinates and active duty members. Research, interpret, analyze, and apply appropriate guidelines, policies, and regulations. Draft revisions or recommends changes to policies and procedures of technical training. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. Assess and revise/make recommendations on revisions to policies and procedures. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Performs and documents subject matter proficiency testing for assigned instructors. Documents all instructor qualification requirements in the instructor qualification database, including, but not limited to, instructor training, continuation training, professional development, date assigned instructor duty (DAID), teaching internship, teaching qualification (TQ, including subject matter testing and classroom evaluation), TQ decertification, and the teaching experience log. Meet with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related with a major study in education or a subject area related to the position to be filled. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest.
Knowledge of Aircraft Maintenance with a specialty in Heavy Aircraft at a practical level to include procedures, aircraft system theory, common test equipment, common tool usage, Air Force Technical Orders (AFTOs), automated maintenance management systems, safety, security, and management and maintenance directives.
Knowledge of safety, security, personnel management, and EEO regulation, practices, and procedures.
Knowledge of Aircraft Maintenance career field functions and capabilities.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationship.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
