Duties

Summary: The primary purpose of this position is: To function as the base Test Control Officer (TCO) in the administration of the military personnel testing program. Duties: Administers the installation's military personnel testing program for a variety of military tests. Receives and reviews testing requirements in support of the Weighted Airman Promotion System (WAPS). Oversees the Foreign Language Proficiency Pay (FLPP) Program. Maintains and controls test material. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. pertaining to testing, no shows, out-of-cycle requests, supplemental promotion considerations, correction of military records, or other promotion and testing concerns, and maintains files. Administer tests as back-up for test examiner (TE) to eligible personnel as authorized Federal Aviation Administration (FAA), Defense Language Aptitude Battery (DLAB), Defense Language Proficiency Test (DLPT), Air Force Career Development Academy (AFCDA) and Professional Military Education (PME) exams.

  • Work occasionally requires travel away from the normal duty station to administer tests to personnel assigned to Geographically Separated Units (GSUs).

  • Must be able to obtain and maintain a Secret security clearance.

  • The incumbent must have the ability to type a minimum of 40 WPM.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a standardized body military personnel rules, procedures, or program operation to perform or explain a range of procedures and requirements in support of the military personnel testing program. Knowledge of regulations, directives, policies, and procedures regarding the receipt, storage, handling, and destruction of test material. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel testing actions and periodic reports. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements and of military employee development requesting testing for the sole purpose to enlist in the military and education regulations, policies, practices, and procedures covering a variety of testing programs relating to the military enlisted promotions program and military career testing and an understanding of the coding system and verification data applicable to eligibility requirements. 2. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of controlled test materials and of military employee development and personnel principals, concepts, legal requirements, and methodology to gather facts, responds to questions, ensure regulatory compliance, and provide advisory services. 3. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 4. Skill in typing; a qualified typist is required and skill and ability to develop and act as a Test Control Officer, developing systems to ensure testing programs are free from loss or compromise and to ensure proper security, administration, control of test materials are accomplished in a timely and appropriate manner. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to analyze automated products to determine adequacy and/or deficiencies of testing program and the ability to research, interprets, and applies regulations and provides guidance to commanders, supervisors, managers, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
