Duties

(Cont'd from Summary) GS-1702-09: The primary purpose of this position is this is a developmental position with known promotion potential to the target position of 8J-AR46265 (Education Management Specialist, GS-1702-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. GS-1702-11: The primary purpose of this position is to manage the administrative functions required to provide efficient and effective customer service for the 505 TRS Air and Space Operations Center (AOC) Formal Training Unit (FTU). Handles student information services including, but not limited to, course inquires, prerequisite requirements, transportation, lodging, quota management functions and advises supervisors regarding student admissions, withdrawals, and re-entry into training. Duties of this position relate to the database systems required to manage the student record enterprise across the AOC FTU and for reporting graduates to the Community of the College of the Air Force. The incumbent serves as the liaison with HQ ACC/A3CO, AFSAT, AFPC, the service liaisons for the Army, Navy, Marines, Air Force, Space Force, Coast Guard, Guard and Reserve units and coalition units. As the liaison they're responsible for communicating Registrar database needs and requirements, assessing proposed systems to meet those needs, and ensuring Registrar database needs are met to enroll personnel into the appropriate courses. Duties: Plans, organizes, schedules academic training events, student classes, instructors, resources and coordinates the activities of (505th Training Squadron, Mission Support Element, Air Operations Center Formal Training Unit) (AOCFTU)), ensuring that the Registrar's Office complies with legal and regulatory requirements and meets customer needs. Responsible for the planning and management of student programs to include the oversight of the daily activities and quality control of the quota management program and customer service. Represents the Registrar Office with a variety of installation and functional area organizations. Provides expert technical advice and recommends policies and procedures for admissions, enrollments, academic tracking, scheduling, and academic records of students for all training courses. Supports all aspects of graduate academic administration within resident and non-resident courses such as admissions tracking, grade reporting, registration, scheduling, development and dissemination of academic transcripts and graduation documentation. Designs and develops changes or modifications to the Registrar data base when there are conflicting requirements and numerous complex problems. Designs and documents alternatives when existing methods are not sufficient.

Qualifications

This is a developmental position; this position may be filled at the GS-09-Target-GS-11 Grade Level. The individual selected for the GS-09-Target-GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR GS-1702-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; (2) Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; (3) Knowledge of the Air Operations Centers training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices; (4) Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; (5) Knowledge to use a variety of computer programs/software to enter, maintain, sort, retrieve information, and produce a variety of standardized documents. SPECIALIZED EXPERIENCE FOR GS-1702-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, (1) Comprehensive knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of Air Operations Center training programs to perform a wide variety of assignments involved in the development of academic training schedules for student classes which meet syllabus objectives; (2) Comprehensive, intensive knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function; (3) Knowledge of the Air Operations Centers training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices; (4) Extensive knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-1702-09: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-1702-11: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Ability to work harmoniously with all levels of personnel including students. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
