The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Postsecondary Education, Office of Policy, Planning and Innovation, in Washington, DC. The Office of Policy, Planning and Innovation is responsible for ensuring an integrated and consistent direction in the development of postsecondary education and program policy.

APPLICATION LIMIT: This vacancy announcement is limited to the first 150 applications received and will close at 11:59PM Eastern Time on the day that we receive the 150th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Program Specialist, GS-0301-15, you will be responsible for:• Serving as an agency expert and authoritative consultant, including technical assistance and resource management support for key agency programs or several complex program areas.• Negotiating acceptable agreements to resolve conflicts and controversial disputes.   • Providing independent leadership, definitive guidance, and authoritative advice to internal and external customers.  • Developing agency or national guideline material, policies, and/or strategic plans.    • Participating in drafting or managing complex studies on new proposed legislation and regulations to determine impact on related programs.

Requirements

  • Must be a US Citizen.
  • Relocation will not be paid.
  • Males 18 and over must be registered with the Selective Service.
  • You may be subject to serve a one-year supervisory probationary period.
  • A background investigation and fingerprints will be required.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialized experience described below. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of the three (3) following duties or work assignments: 1. Experience in administering the Title IV student aid programs.   2. Experience in developing and/or analyzing written material related to the Title IV statute and regulations.   3. Experience in communicating orally and in writing with individuals in leadership roles including professionals in higher education institutions.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge in the laws, regulations, principles and methods applicable to related program(s), and provide authoritative advice to agency policy makers, leading to the solution of complex programs and policy issues.2. Knowledge of program objectives and requirements to facilitate resolution of controversial disputes, to address problems not susceptible to resolution by existing methods, and to develop alternative approaches.3. Skill in oral and written communications to advise and consult with internal and external customers to present and sell findings and recommendations, negotiate complex agreements, and secure cooperation.4. Knowledge of the Higher Education Act, Title IV Student Financial Assistant law, regulations, policies and procedures.5. Skill working with staff to develop option papers on policy issues that arise.
