The Office of Human Resources for the Federal Mediation and Conciliation Service (FMCS) is responsible for promoting the successful accomplishment of the agency's mission through the development and administration of human resources programs. The functions of the programs are designed to maintain and support a competent and efficient workforce and to assure conformance with the laws, regulations, goals, policies, and requirements of the Office of Personnel Management and FMCS.
Requirements
- Must be a U.S. Citizen
- Suitable for Federal employment, determined by a background investigation

- Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution
- Selectee may be required to successfully complete a probationary period
Qualifications
In order to qualify for this position, your resume must provide sufficient information to indicate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal government. Specialized experience for this position must demonstrate the following:
Experience providing expert HR policy interpretations to resolve complex, controversial, and/or unprecedented Human Capital Management and Strategic Workforce Planning issues;
Experience leading policy development and implementation for federal agency Human Resources;
Experience establishing key performance metrics for human capital;
Experience conducting comprehensive assessments of workforce competencies to identify workforce skill gaps and develop workforce planning strategies;
Experience serving as a consultant/advisor on a full range of responsibilities and HR issues, policies and processes related to Federal human capital management, classification, recruitment and staffing, executive resources, diversity and inclusion, performance management, employee/labor relations, and employee engagement.
