This position is located at the VA Pacific Islands Health Care System in Honolulu, HI. The incumbent serves as the Administrative Officer for Physical, Medicine, and Rehabilitation Service (PMRS) and is responsible for performing all administrative functions for PMRS.
Duties

Major duties and responsibilities include but are not limited to:
Oversees a variety of administrative programs and works collaboratively with support services to assure that day to day operations of the service and provide optimal utilization of medical center resources.
Monitors and evaluates performance requirements, initiating action on facility issues, performing budget and fiscal duties, contracting duties, safety and security, emergency management, and monitoring and coordinating of training activities.
Projects long and short-term needs based on program objectives, workload and agency mandates. Exercises internal controls, records management, publication and forms management, and timecards. Consults with administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
Develops information papers and responds to inquiries from Congressional Delegations, VISN, federal and state agencies, patients, and the public.
Creates, develops, reviews, and evaluates completed staff actions (letters, memos, reports, studies, fact sheets, information papers).
Directs the personnel management program for PMR Service, performing and overseeing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance/position management, leave administration, training, disciplinary actions, grievance procedures, equal opportunity, merit promotions and labor management relations.
Provides expert advice to managers and supervisors on the service's human resources need
and recommends appropriate staffing levels and the types of positions needed to provide
cost-effective manpower utilization that is consistent with program objectives, quality
health care and sound position management.
Provides administration management for PMR Service, this may include interpreting national directives or policies, developing strategies and processes for implementation of local policies, defining the administrative requirements, and/or providing advice to top management on related issues.
Develops and coordinates internal review systems to ensure that PMR Service comply with established standards. Incumbent is principally responsible for conducting and coordinating inter and intra-service studies, audits and analyses of organization, function relationships, and internal administrative procedures.
Performs overall budgeting and financial management of the service, including budget formulation, presentation, and execution; financial management, financial reporting, adjustments or reprogramming of funds.
Manages procurement and contracting for the PMR Service, including preparing procurement requests, evaluating proposals for work, serving as the COR (Level 2) for procurement, and/or maintaining procurement and contracting records.
Obtains and monitors staff access and applications to the VA information management system.
Other related duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm.

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes experience coordinating all administrative functions of an office to include overseeing a range of human resources functions; acting as a liaison concerning personnel related matters; advising management on personnel allocations; managing budget formulation and execution; performing timekeeping functions; creating reports; coordinating and scheduling meetings; and managing and balancing financial aspects of general fund control points and purchase procedures.

EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts Required.
