This position is in Public Safety Homeland Security Bureau, Policy and Licensing Division, Federal Communications Commission (FCC) located in Gettysburg, PA.

Duties
As a licensing technical authority, the incumbent has primary responsibility for: (a) independently and/or participating with management in planning, developing, and/or implementing ideas and strategies for modifying/improving the licensing application program analyses, review and operational methods, processes or systems; and (b) providing license application processing advice and guidance to management and staff on program operations. In addition, the incumbent supports the Division’s 911 and Emergency Alerting portfolios, including assisting Public Safety Answering Points, and Public Safety entities with the following issues:

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
GS-12 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:
1) Researching and conducting analytical studies to evaluate and recommend ways to improve the electronic licensing process.
2) Analyzing application trends and licensing statistics related to rulemakings to determine where spectrum may be recovered, shared or used.
3) Writing technical information to be included in reports and policy pertaining to mobile radio services.
GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:
1) Providing guidance, training, technical assistance, and oversight to industry analysts to ensure the integrity of mobile wireless applications analysis process and licensing data.
2) Researching and conducting analytical studies to evaluate and recommend ways to improve the electronic licensing process.
3) Analyzing application trends and licensing statistics related to rulemakings to determine where spectrum may be recovered, shared or used.
4) Writing technical information to be included in reports and policy pertaining to mobile radio services.
5) Interacting with various individuals such as industry and/or government officials and the public.
