The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Office of Human Resources. The incumbent is responsible for the operation and maintenance of the Department's automated pay data and personnel system, with particular emphasis on payroll allocations, pay related activities/issues.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Human Resources Specialist (Compensation), GS-0201-11, you will be responsible for:• Performing a wide range of technical and Administrative assignments in human resources management concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to address substantive technical issues or problems. • Ensuring that provided responses are accurate, compliant with current established statutes/regulations, policy, guidelines, processes and procedures. Using tact, diplomacy, and patience when communicating and dealing with others. • Identifying problems and specific issues related to pay coordination and personnel-related processing. Resolving administrative errors and discrepancies and provides solutions to problems that occur.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-11One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience performing payroll duties such as running pay to ensure all employee's timesheets are submitted timely. 2. Experience responding to payroll related questions from internal customers (employees, timekeeper and/or supervisors), or external customers. 3. Experience uploading payroll related documentation to eOPF (Electronic Official Personnel Folder) or other types of Official Personnel Folders. OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade levelKnowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in applying human resource management concepts, laws, policies, practices, and analytical techniques to solve a wide range of personnel and payroll management issues.2. Skill in applying written and oral communication techniques sufficient to develop and deliver briefings, project papers, status and/or staff reports, and correspondence to managers.3. Knowledge of current Human Resources database systems to query, retrieve and analyze information in order to complete assignments.

Ph.D.
or
equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
