The incumbent reports to the RCI Program Manager and is responsible for any administrative duties impacting the operations of the Referral Coordination Team Service line. The incumbent's responsibilities encompass supporting the RCT team and RCT Program Manager with related clinic operations, monitoring and reporting access metrics, budgetary and financial aspects, the proper utilization of material resources, and any additional duties assigned that directly support the RCT.

Duties

Provides relevant clinical and/administrative data to identify, quantify and resolve problems related to the Referral Coordination Initiative that impact the organization. Integrates software applications for implemented clinical services by: Evaluating the specific needs of the services in conjunction with the capabilities of the software and coordinating any required modifications. Evaluating the effectiveness of the systems and procedures to assure optimum benefit to the patients and maximizing internal resources. Troubleshoots when functionality is compromised by determining the cause and possible solutions to the problems. Works collaboratively with other administrative teams to support RCI operations, recognizes and reports service lines impact on RCI metrics to include provider vacancies, wait times and drive times. Incumbent guides the evolution of clinical software, data systems and processes using creative and well-developed interpersonal skills to achieve effective communications with the end user, office of information and technology, and RCI leadership. Provides advice and guidance to assist in revisions of operational procedures and clinical processes. Develops implementation plans for new software releases/applications and updates. Plans organizes, estimates costs, coordinates, and communicates with staff and conducts all phases of the project. Conducts tests and organizes tasks in a sustainable manner that allows programs to analyze and maintain usability, develop appropriate sequence and flow of task and utilizes plain language, manageable workloads that are comfortable to ensure end users can effectively navigate systems set in place. Draws off extensive clinical input, redesigns and customizes processes, adapts process to meet the need of the RCI and workflow expectations make sense and add efficiency and effectiveness to all referral coordination operations by eliminating redundancy and removing outdated and ineffective processes. Exercises knowledge in clinical operations and develops/oversees the development of information specific to the operations of the RCI and metrics that represent the impact to patient care. Performs other related duties as assigned. Work Schedule: Monday through Friday, 7:30am to 4:00pm Remote 100% Within Area-This is a 100% telework position, but requires that the candidate be able to report to a near by CBOC in 120 min in the event they loose connection. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-11 Qualifications: You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this RCI Program Analyst position. Examples of specialized experience would typically include, but are not limited to: uses RCI specific dashboards and identified metrics to allows real time access measures, cost savings and resource availability to be measured and tracked; works closely with informatics and clinical application partners to identify and promote the utilization of RCI related program use in a manner that meets date security requirement; uses data to assess program impacts identified key performance indicators such as timeliness of consult management, scheduling preferences, user setting compliance in consult toolbox, nurse first touch, and cost savings projections; develops and presents recommendations for improving clinical data management methods, follow-up procedures, and timely compliance with regulatory guidelines; consults direct program members and services line partners of the use of programs and data that is in line with VHA directives, policies, and best practices for making decision that support the referral coordination initiatives goals and expectations. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a total qualifying experience as a percentage of the specialized experience required plus creditable education equal to 100 percent. Preferred Experience: Experience with VHA Analytical experience is required. RCI experience is preferred. You will be rated on the following Competencies for this position Clinical Data Collection/DocumentationData ManagementEducation and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending.
