The incumbent serves as a Health Systems Specialist in the Office of the Assistant Under Secretary for Health Operations (15Ops) and is responsible for managing projects and assists in coordinating daily office activities under the direction of the Executive Director, Healthcare Operations Center.
Duties

Generates effective correspondence/communication with internal and external stakeholders. Preparing and reviewing Issue Briefs, White Papers, and other materials for senior leaders in consultation with Field Operations Support.
Chairs or acts as a member of various VHA committees, task forces, and work groups.
Leads and/or participates in the development of new or revised program objectives, policies, and procedures, and assists with operational activities and procedures involving clinical initiatives, quality management, and risk management issues.
Manages day-to-day operations of the office including establishing meeting schedules; conducting briefings on key issues, maintaining control and management of correspondence, and management of suspense items including the HOC action group.
Designs, improves, and manages complex electronic tracking systems within the office as well as the VISNs.
Assists in developing requests and documentation for manpower and material resources utilization, budgeting, management communications, quarterly performance reports, and programmatic objectives and policies of the Undersecretary for Health, Assistant Undersecretary, and Deputy Assistant Under Secretaries.
Makes recommendations for improvement to processes and procedures to improve accuracy and clarity of products within the Healthcare Operations Center.
Works with others in development of methodologies and data collection and in the analysis and development of options as well as the preparation of report findings.
Identifies and assembles data and requirements, provides analysis, identifies trends and performance gaps, and oversees development and maintenance of databases, suggesting and implementing needs for modifications.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupation Requirement (IOR):
You may qualify based on your experience and/or education s described below:
IOR Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcript required with application if basing all or part of qualification on education.
OR
IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
IOR Special Provision for Inservce Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
AND
Specialized Experience: Have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience.
Management of healthcare delivery system including budgeting, planning and administration
Evaluate new or modified legislation for impact upon VHA's program and resources
Apply analytical methods to evaluate healthcare programs and determine compliance
Advise management regarding VA policies and procedures, administrative laws and applicable to veterans' healthcare
Provide guidance to field offices, coordinate administrative matters and identify subject matter experts
Develop, improve and manage administrative tracking system, repositories and record keeping systems
Identify and assemble data requirements and oversee the development and maintenance of databases
