Duties

Plans, organizes, and directs the activities of the Board Operations Branch of the Selection Board Secretariat ensuring that the Operations Branch and Board Recorders comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Represents the Board Operations Branch of the Selection Board Secretariat with a variety of installation and functional area organizations. Completes all required SecAF approved initial, continuation, and annual training and actions to maintain certification.

  • This is a supervisory position, a 1-year probationary period may be required.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing administration of personnel programs. 2. Expert knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques justifying regulatory program compliance, effectiveness, deficiencies, trends, as well as recommending promotion program enhancements and solutions. 3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, administrative policies and procedures used to conduct studies that support ad hoc team efforts. Identify, consider, and recommend alternatives to resolving substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 4. In-depth knowledge and experience in personnel processes for analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs for conducting detailed analyses of complex work processes. 5. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to senior-level management; and establish and maintain effective and positive working relationships. 6. Skilled experience and knowledge justifying, defending, and recommending end to end program decisions within a matrixed organization to HAF and SAF. Vast experience in past and current procedures and policies regarding USAF and USSF promotion boards, evaluation systems, and professional development (assignment) policies through public law, directives, and instructions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
