The primary purpose of this position is to exercise second level supervisory and managerial authorities with the full scope and responsibility for directing the activities of the Civilian Sustainment Operations Division in the Directorate of Civilian Personnel Operations (Tier II) at the Air Force Personnel Center (AFPC). Oversight of the Non-Comp Team

Duties

Plans, organizes, and oversees the activities of the Civilian Sustainment and Transition Operations Division. Exercises supervisory personnel management responsibilities. Represents the Civilian Sustainment Operations Division with a variety of installation and functional area organizations. Oversees B&E, RIF, and eOPF decisions to ensure quality and concurrence with recent DoD, OPM and Air Force decisions and policies.

  • This is a Centrally Managed Position in the Force Support Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain the appropriate Secret security clearance.
  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes 1) Providing in-depth, comprehensive knowledge of federal personnel management laws, executive orders, functions, theories, and techniques and the interrelationship of the various civilian personnel/HR disciplines to include a broad knowledge of Benefits and Entitlements (B&E), appropriated funds (APF) Reduction in Force (RIF), and Electronic Official Personnel Folder (eOPF) functional areas, systems management theories, principles and practices in the delivery of AF Human Resources services. 2) Applying a broad knowledge of the agency's, management's, and installation's objectives, mission, operating programs, and implications on command and/or agency civilian personnel/HR management programs and organizations that govern, interface with, and/or influence Benefits and Entitlements, RIF, and eOPF processes and systems. 3) Providing knowledge of safety and security regulations, practices, and procedures. 4) Using knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems; and the development of concrete action plans to analyze organization and operational problems and develop timely and economical solutions. 5) Planning, organizing, and directing the functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors; and analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6) Communicating, orally and in writing; and representing the activity both within and outside the organization, and gaining support for program goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate both orally and in writing; and represent the activity both within and outside the organization, and to gain support for program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
