Duties
The primary purpose of this position is to serve as the Deputy Director of Civilian Personnel Operations in the Directorate of Personnel Operations, sharing the responsibility for and implementing policies, executing authorities, and providing guidance, standards, and processes for the directorate's mission.
Position exercises senior supervisory and managerial authorities over a diverse directorate responsible for all functional areas of civilian personnel/human resources (HR) management programs in a centralized HR operation.
Provides leadership and direction through subordinate supervisors and staff on civilian personnel policies (recruitment, placement, classification, workforce shaping, compensation, performance management, benefits, work/life, employee relations, labor relations, workforce development); implementation and sustainment of all civilian personnel/HR systems including alternative personnel/HR systems and demonstration projects.
Prioritizes, supervises, and integrates the activities of five divisions DPCB, DPCC, DPCI, DPCT and DPCZ and 30 named activities comprised of over 1000 civilians and contractors executing that portion of the Air Force Human Resource Model portfolio.
Interfaces regularly with and responds to the Office of the Secretary of Defense, SECAF, CSAF, COCOMs, MAJCOMs, other FOAs/DRUs, and commanders at all levels.
Implements direction and guidance in executing actions AF-wide.
Directs, coordinates, and oversees work through subordinate supervisors.
Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents the Directorate of Personnel Operations with a variety of HQ USAF, major commands, installation and functional area organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing knowledge of federal civilian personnel/HR management law, executive orders, functions, theories, and techniques and the interrelationship of the various civilian personnel/HR disciplines to include a broad knowledge of staffing/affirmative employment, position classification and systems management theories, principles, and practices in the delivery of Air Force Human Resources services. 2) Using knowledge of the agency, senior leadership, and installation's objectives, mission, and operating programs and implications on command and/or agency civilian personnel/HR management programs and organizations that govern, interface with, and/or influence staffing and classification processes and systems. 3) Applying knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems; and the development of concrete action plans to analyze organization and operational problems and develop timely and economical solutions. 4) Administering knowledge of safety and security regulations, practices, and procedures. 5) Planning, organizing, and directing the functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors; and analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6) Representing the activity both within and outside the organization and gaining support for program goals.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
