The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Facilities and Logistics Services Division. Incumbent is responsible for providing a variety of technical, logistical and support services that include project management and facility management.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Facilities Program Specialist, GS-0301-12, you will be responsible for:• Performing reviews and evaluations of technical proposals from architects, engineers, and managers to ensure all public works aspects are provided at the most effective cost for the government. • Maintaining liaison and coordination with various POs to plan requirements and/or service as they pertain to the ED. May function as the Contracting Officer's Representative (COR) for facility related contracts (e.g., maintenance and custodial). Assisting in planning the effective and economical use of space assignment projects, which are located within the Agency's area of responsibility (AOR). Conducting studies for planning the assignment of space to solve space problems. Reviewing agency administrative space requirements against established standards and recommends changes in space allocations. Reviewing requests for alterations, modifications, and repair projects. Estimates cost and initiates actions on approved office modifications, alterations, repairs, and maintenance requirements. • Collaborating with a team of high-grade facilities and real estate professionals, ensuring efforts are properly directed in support of the agencies mission, which involves a variety of planning, operations, and logistics functions. Ensuring the team understands assignments, projects, problem solving, actionable events, milestones, program compliance to established regulations, and policies in assigned AOR in the execution of supply and maintenance operations. Providing guidance regarding policy and procedures to team members and other staff, activities, and elements regarding execution of their daily duties. Developing responses involving short and long-range plans and programs, as well as organizational concepts and objectives. • Preparing and/or providing input to the operating budget to include the implementation and accurate management of current expenditures for infrastructure maintenance and operations, services, supplies, and real property repairs; estimates projected costs and develops recommendations for resources to accomplish these missions. Interpreting contract provisions for contractor performance evaluation, determines methods to be used by monitors to obtain information, and prepares standard forms and formats to be used in reporting contractor performance in areas that pertain to housing management. • Using public works and facility expertise in the areas of operations, maintenance, repair, and facility assignments to determine the information required to accurately portray contractors' efforts to comply with contract provisions. Interfacing with contract representatives to resolve areas of possible contention and performs quality assurance (QA) of the contracted work reception functions. Provides immediate correction to errors and prepares reports of observations.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-12, if you possess the specialize experience.Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience providing facility management services for an organization (e.g., space management, furniture management or tenant services). 2. Experience managing facility construction projects involving multiple trades (e.g., electrical, mechanical, carpentry or plumbing). 3. Experience in providing recommendations for improving effectiveness and efficiency of operations and/or ensuring compliance.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of structure, contents, building codes, internal and external interfaces, local environmental regulatory requirements, update procedures, and uses of automated systems and databases to maintain facilities data, communicate, extract reports, etc.2. Ability to analyze and evaluate current situations to provide recommendations for improving effectiveness and efficiency of operations and/or ensuring compliance.3. Ability to display ownership, responsiveness, and accountability of all facilities aspects for buildings and facilities assigned to the incumbent.4. Knowledge of policies, procedures, budget and billing processes as they pertain to facility services.5. Knowledge of aspects of facilities and project management as well as the application of general administrative and management skills to manage a facility.
