You will serve as a Partnership and Program Supervisor for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Disaster Policy, Planning, and Partnerships Division(DPPPD), in Washington, District of Columbia. The position serves as the Headquarters (HQ) lead for public and private sector partnerships including financial institutions, trade associations, chambers of commerce, civic organizations, non-profits, and national and international corporations.

Duties

As a Partnership and Program Supervisor at the GS-0301-14, some of your typical work assignments may include: Exercising the full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate supervisors and staff. Providing oversight of partnership and programmatic activities related to outreach, engagement, partner identification, and facilitation in both the public and private sectors. Building and maintaining a local network of collaborative partnerships which include economic development practitioners in Federal, state, regional, and local government, chambers of commerce, business and trade associations, financial institutions, educational institutions, and civic/community organizations. Delivering formal presentations to various internal and external audiences that include but are not limited to programs about preparedness, resilience and mitigation, and other SBA priority programs that can assist small businesses, homeowners, and renters. Monitoring, evaluating, and interpreting public and private sector coverage of disaster programs and engaging with internal and external stakeholders to correct any irregular or inaccurate information regarding SBA and ODR&R. Writing or editing correspondence for ODR&R senior leadership addressed to public and private sector organizations about general disaster program information. IMPORTANT NOTES: This is a Permanent appointment in the competitive service with a full-time work schedule. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. Requirements

  • U.S. citizenship is required.

  • Favorable background investigation and credit check are required.
  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • This position is not included in a bargaining unit.
  • A one-year supervisory probationary period may be required.

Qualifications

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector. This experience must demonstrate all of the following: Experience providing direct management of programs and/or collaborations with external organizations on behalf of a private sector business or economic organization, or corporation; and Experience providing oversight or direct management of partnerships and collaborative alliances with public and private sector entities, including chambers of commerce and business communities, to drive program success through effective outreach, engagement, and facilitation; and Experience in gathering, analyzing, and interpreting data to develop innovative outreach and engagement strategies that align organizational goals with public and/or private sector needs, resulting in improved program outcomes and enhanced partner engagement; and Representing an organization at a variety of public functions through targeted outreach, presentations, and/or trainings, effectively communicating program services, particularly in disaster assistance, to diverse audiences, including private sector partners. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/06/2024.
