This position is located at the Jack C. Montgomery Medical Center within the Diagnostic Imaging service. Assignments at this level of plan and direct the technical and administrative operations of the radiology program at active, affiliated medical centers or outpatient clinics, and have full supervisory responsibility for a staff of nonsupervisory personnel, at least l subordinate team leader or supervisor at the next lower level, and the clerical and administrative support personnel.

Assignment to this grade level is restricted to those serving as the Radiology/NM supervisor at medical facilities with comprehensive and complex radiographic and imaging programs.
The incumbent is the Radiology/NM Supervisor in the Diagnostic Imaging Department.
The incumbent has full responsibility for all administrative functions within radiology department.
Oversees administrative, personnel administration, logistic, program planning and evaluation, fiscal, quality assurance for the Radiology Service. Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
The incumbent provides guidance, instruction, maintenance, and trouble shooting in the daily operation of Picture Archive and Communication System (PACS) and Voice Recognition (VR) within the Radiology/NM and other clinical areas as needed.
The incumbent serves as a specialist providing support in the operation and management of digital image acquisition, processing, display, and storage and in database management.
The incumbent works under the direction of the Radiology/NM Service Chief, OI&T, and Clinical Engineering.
Also works with other services and users of digital radiographic images and other digital imaging throughout the Medical Center, other VISN sites and VISN Management.
Independently performs daily operations of the PACS system. Monitors all facility PACS and related systems including application systems, networking interface software and system administrative software
Ensures that the Service is complying to all appropriate regulatory agencies (JC, NRC, FDA, ACR).
Prepares drafts of changes. Develops and interprets administrative policies in unstable situations of growth and integration of the organization.
May be a representative and resource person in all committees that request the input of the Radiology/NM Service or VISN Service Line.
Provides necessary coordination and delivery of services, ensuring that all needs are met, and the integrated Radiology/NM Service makes an optimal contribution to VISN function.
Works with Central Office, VISN 19 Network, affiliated medical schools and hospitals, other VAs, private hospitals, and local and international venders to assist in their efforts.
Records and analyzes the Radiology Service workload and reviews changing requirements for space, equipment, personnel, supporting material requirements and proposed new programs.
Prepares justifications and requisitions for new and replacement equipment.
Provides for the overall administrative management of the Service. This includes interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues.
Serves as the principal advisor to the Radiology Service Chief on all administrative management matters.
Coordinates short and long-range activities of the Radiology Service by working with the Service Chief and staff. This includes collecting and analyzing data that identifies program needs, preparing budgets for such programs and determining supply and staffing requirements for these programs.
Performs General Radiology procedures at least 25% of the time.
Provides daily coverage for lunches and breaks performing all required aspects of the General Radiology department.
Provides coverage when the needs of the department require it. Must be ARRT certified.
The incumbent will provide PACS call coverage if available.
Conducts duties associated with scheduling appointments in full compliance with guidelines established in VA Directive 2010-027, VHA Directive 2006-028, and VHA Directive 2008-056.
The incumbent will have direct oversight and supervision of all staff in the radiology service. Including day to day oversight, scheduled work, performance appraisals, recruitment and disciplinary actions and other associated duties.
Analyzes current and future staffing needs and plans, schedules and conducts projects and studies to evaluate and recommend ways for improvement through periodic reviews and/or initiates internal requests for additional personnel and prepares necessary support material analysis.
Maintains the organizational chart, computerized personnel roster, employee split time reports, Decision Support System (DSS) documentation and position descriptions for all sites included in the Radiology Service.
Travel is required both within the VISN as well as to occasional national VA conferences and to international radiology trade conferences.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations for GS-11 Supervisory, Diagnostic Radiologic Technologist:
Experience.
At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Supervisory Diagnostic Radiologic Technologist- This assignment is restricted to employees serving as a full assistant chief to a GS-12 chief radiologic technologist. Individuals in this assignment share full responsibility for managing the radiologic technology section.
The candidate must demonstrate all of the following technical KSAs:
Knowledge of overall radiology department operations, and the ability to judge effectiveness of the operation.
Ability to monitor and evaluate subordinate supervisor's performance.
Ability to formulate plans, delegate authority, and follow-up on delegated tasks.
Knowledge of new and recent developments in the field.
Preferred Experience: Minimum of two years experience of VA Supervisory Radiologic Technologist experience. CT License is preferred.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-11.
