Duties
Division of Public Interest Examinations
The Division of Public Interest Examinations (DPIE) is responsible for supervisory oversight of FHFA's regulated entities including Fannie Mae, Freddie Mac, and the Federal Home Loan Banks in the areas of public interest supervision. Public interest supervision includes compliance, mission achievement, and effectiveness of affordable housing, community development, diversity and inclusion, consumer protection (including unfair or deceptive acts or practices), fair lending, equitable housing, and fair housing programs. The division conducts monitoring, examinations, and other oversight to further FHFA's statutory responsibility to ensure that the regulated entities operate in the public interest.
Major Duties & Responsibilities
Serves as the confidential and personal assistant to the executive and will be relied upon as a valued member of a dynamic team with prime responsibility for executive calendar management and associated support.
Accomplishes special projects as directed by the Deputy Director and others as assigned by the Deputy Director that may include researching and/or analyzing complex related issues. Determines pertinent issues and collects relevant information from a wide variety of sources.
Manages operations directly related to the Deputy Director which includes critical focus on the Deputy Director calendar with complete authority for time commitments. Schedules meetings and makes arrangements, such as preparing agendas, notifying participants, and arranging luncheons and similar matters. Ensures all official protocol obligations are met.
For the Deputy Director, prepares travel vouchers, handles complex travel arrangements (transportation, lodging, events, etc.), prepares claims for travel reimbursement, and obtains travel approval from Deputy Director as needed for travel in accordance with FHFA procedures and federal travel regulations.
Establishes and maintains effective working relationships with agency staff, members of the banking and financial community and their staffs, federal, state and local officials including Cabinet members, Congressional staffs, and the general public.
Receives and tracks all correspondence directed to the Deputy Director. Determines if a response is necessary and determines the person(s) responsible for drafting the Division's response. Review all responses to develop consolidated response on behalf of the Deputy Director.
Serves as Lead Record Liaison, maintains a list of all maintained and transferred files, including their locations.
Provides division reception services for all visitors and telephone calls, referring each to the appropriate staff member. Places service orders in accordance with established procedures.
Performs timekeeping functions for the division. Verifies and maintains substantiating documents for all leave. Ensures forms are completed by each employee while verifying the accuracy of the information. Extracts, summarizes, and analyzes time and attendance and/or labor cost distribution data in response to various data calls. Prepares and tracks requests for compensatory time and overtime.
Independently identifies opportunities for improvement of office operations, including identifying and addressing inadequacies of operational services. Leads studies and develops methods to overall efficacy of operational tasks within DPIE. Must consider the information needs, interests, and priorities of staff to ensure effective implementation of new procedures.
Uses a personal computer to type, proof, and edit a variety of correspondence, tables, charts, schedules, etc., and to prepare presentations. Uses specialized desktop publishing software to manage complex technical and non-technical documents and to prepare and distribute reports. Retrieves information from the Internet and other electronic databases.
Prepares and reviews requisitions for supplies, equipment, and services.
Analyzes fund needs and expenditures, provides out-year budget plans, tracks expenditures, provides status of funds to the Deputy Director and and/ or senior DPIE leadership, and ensures expenditures are within the current budget or requests additional funds, as necessary, in a timely fashion.

- SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You must provide an SF-50 that indicates your competitive eligibility. You will not be considered without this.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-11: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with one or more of the following:
1. Demonstrated work experiences in gathering information, reviewing regulations/instructions, drafting reports/summaries and presentations, and establishing procedures to improve the effectiveness and efficiency of a front office.
2. Experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures.
3. Demonstrated work experiences providing executive and/or senior level official with comprehensive administrative management services, often of a confidential nature.
4. Experience working collaboratively and maintaining cooperative relationships with staff in a multi-layered organization comprised of a front office, several divisions, and multiple teams/units.

Education: Completion of three (3) full academic years of progressively higher graduate-level education or a Ph.D. or equivalent doctoral degree from an accredited college of university directly related to the work of the position (e.g., Business Administration, Public Administration, Organizational Leadership or Management).

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours).

Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-11 position, applicants must have served 52 weeks as an EL/GS-09 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
