Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position reports to the Public Affairs Officer and is responsible for providing full assistance in the administrative and technical responsibility for the planning, organizing, directing, and managing the day-to-day operations of comprehensive public affairs and medical media programs for the medical center and its clinics and providing direct supervision, leadership, and direction to the Public Affairs Staff. Major Duties and Responsibilities Include: Responds to congressional or medial inquiries, service organizations, or other audiences with opposing points of view or a misunderstanding of a Veterans Affairs (VA) position on a given issue. Manages, develops, and implements Communications Programs, Web and social media, and Special Events, and other Public Affairs programs, Graphic Design, Medical and Public Affairs Photography and Videography programs as assigned. Establishes and maintains relationships with a variety of stakeholder including high-ranking officials from state and local government, Veterans Service Organization representatives, local and regional media representative, area business organizations, and public affairs directors from nearby hospitals and other private sector businesses to develop and maintain mutually beneficial partnership efforts. Plans work to be accomplished by subordinates including establishing priorities and schedules for completion of work; assigns work to subordinates based on short and long-term priorities, complexity of work and capabilities. Evaluates quality of work and work performance of subordinates, providing guidance and instruction to subordinates on work and administrative matters. Assists in the preparation of news releases, media advisories, public service announcements and features about CVAHCS and its programs and services, and conducts research for appropriate historical, factual, and/or policy information when preparing material for new media. Oversees development and implementation of web and social media content and ensures it complies with the overall direction and objectives for the regional and agency web and social media presence. Oversees production of video and photography products ensuring the highest standards are met for medical and public affairs imagery. Performs other related duties as assigned. Work Schedule: Monday through Friday; 8:00a.m. - 4:30 p.m. to include some evenings, weekends, and holiday coverage as needed Recruitment & Relocation Incentives: Not authorized

Qualifications

All qualification requirements must be met by the closing date of the announcement. GS-12: Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in Federal service. The Specialized Experience for this position is experience performing public relations type work for a medical center to include experience planning, organizing, directing, and managing the day-to-day operations of public affairs and medical media programs for a medical center and providing supervision, leadership, and direction to others in accomplishing these tasks; experience cultivating and coordinating relationships with a variety of stakeholders including high-ranking officials from state and local government, Veterans Service Organization representatives, local and regional media representatives, area business organizations, and public affairs directors from nearby hospitals and other private sector businesses to develop and maintain mutually beneficial partnership efforts; and experience assessing the productivity, effectiveness, and efficiency of program operations and/or analyzing and resolving problems in effectiveness and efficiency of administrative support and staff activities. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in part involving writing at a desk, working at a computer terminaI, conferring with others, and attending conferences, meetings, and interviews. The incumbent must attend lengthy meetings, both during the regular scheduled hours as well as evenings and weekends. Also, he/she is responsible for providing tours of Columbia Veterans Affairs (VA) Health Care System facilities. This involves walking throughout the Columbia Veterans Affairs (VA) Health Care System footprint. The incumbent travels to numerous community events to promote Columbia Veterans Affairs (VA) Health Care System, which involves carrying, lifting. and setting up display materials. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
