Duties

As a/an Associate Director for Monitoring Evaluation and Learning, you will perform a wide range of analytical, technical, managerial, and advisory functions related to project planning, monitoring and evaluation, and program learning, including managing a team of monitoring and evaluation staff to support OTA's international technical assistance projects. As a/an Associate Director for Monitoring Evaluation and Learning, you will: Serve as OTA's principal M&E subject matter expert, providing both technical leadership and implementation guidance on new and existing M&E initiatives for program implementation teams responsible for technical assistance delivery. Lead, develop, implement, and evaluate OTA's monitoring and evaluation regime ensuring compliance with the Foreign Assistance Transparency and Accountability Act (FATAA) and other legislation and regulations. Supervise and lead M&E staff members, including monitoring performance, leading professional development efforts, and identifying capacity building opportunities. Serve as Contracting Officer's Representative (COR), as assigned by the relevant contracting office, including for personal services contractors (PSCs) and OTA's M&E institutional services contract. Manage OTA's annual program assessment process, including the dissemination, collection, and analysis of project performance information for each of the program's international technical assistance projects. Oversee design and development of quantitative and qualitative tools related to program activities and implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality. Work closely with DAS for Technical Assistance, OTA Director, and other OTA staff to ensure that monitoring, evaluation, and learning are appropriately considered at part of program resource planning and monitoring.

Qualifications

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15, you must have one year (52 weeks) of specialized experience at the GS-14 grade level or equivalent in either public or private sectors that is directly related to the position as listed in this announcement and which has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as demonstrated, working experience and MUST include: Leadership and technical experience in monitoring, evaluation, and learning (MEL) for international programs; AND Supervising a team of monitoring and evaluation professionals. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
