The primary purpose of the position is to lead Program Analyst (Informatics) positions to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.
Duties
Major Duties:
Leadership (30%)
Serves as team leader over a group of Program Analyst (Informatics) positions. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Works with supervisor to assign work for processing. Generates queries and reports from various computer systems as needed to retrieve information for data verification. Applies knowledge of health informatics, laws and management programs, requirements of health informatics specialties, and overall management practices to complete assigned work, process corrections, and assist other staff with training needs.
Program and Partnership Management (25%)
The incumbent assists in the management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data, data management services or systems, and the electronic health record (EHR) and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience at the medical center.
Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from the Veterans Integrated Service Network (VISN) and central office level, through the facility level. Cultivates a healthy working relationship between the Offices of Information & Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
Technical and Data Management (25%)
Effectively aid in the creation, integration, dissemination, and management of data for all enterprise applications, processes and entities requiring timely and accurate data delivery at the medical center. Develop reports and information tools using a variety of methods and tools such as Structured Query language (SQL), SQL Server Reporting Services (SSRS) from the VISN and VA corporate data warehouse.
Ensures clinical input in the development and management of VHA's business architecture, which structures and communicates VHA's healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission at the medical center.
Education and Change Management (20%)
Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates; leveraging project management principles and environmental assessment to drive adoption of change. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare.
Work Schedule: Monday through Friday 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, health informatics (HI) and applications; knowledge in the use of clinical software packages; experienced knowledge of VHA operations, national databases architecture and file structure, analytical techniques, and clinical applications development techniques. Comprehensive knowledge of the data life cycle including data design collection, and management to input, retrieve, analyze, summarize, and present information effectively.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
