Serves as the lead employee over the Mail Room and Reproduction Center to include four GS-5 Mail Assistants and is responsible to his/her supervisor for: ensuring that the work assignments of the employees of the team are carried out by distributing and balancing the workload; assuring timely accomplishment of workload; maintaining records of work accomplishments; preparing reports; orienting, instructing and advising employees on procedures.
Duties
Serves as the Lead over (4) or more GS-5 Mail Assistants and is knowledgeable in various regulations, mailing requirements and shipping procedures; knowledgeable of mail management principles as outlined in VA Directive 6340, VA Directive 6609, and VA Directive 7002; Maintains a working knowledge of the United States Postal Service, Domestic Mail Manual (DMM, rate structures for all common carriers, and various computerized shipping systems; Provides guidance and spot checks work of subordinates to ensure sorting and screening of official mail is done correctly and is directed to the appropriate offices; Maintains close liaison with service line personnel and exchanges suggestions to facilitate an even flow of mail throughout the facility; Resolves technical issues involving the mail machine, computers and equipment utilized in the Mail Center, elevating those issues to the Supervisory Mail Assistant when a resolution cannot be achieved; Coordinates weekly work schedules with the Supervisor to ensure appropriate coverage for mail and reproduction workloads; Provides feedback and input to the Supervisor for Mail Assistants performance appraisals; Informs supervisor of employee conduct which may need to be addressed in order to resolve grievances or work resulting in poor performance; Provides training on the implementation of new process or procedures.

Qualifications

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to lead others in order to accomplish the work of the scanning and file unit. Knowledge of complex file system systems and current computer technology regarding imaging applications, PC Fax applications, and VISTA applications. Working knowledge of a legal and highly specialized vocabulary in order to understand the need to cross reference with various classifications. Knowledge of Microsoft Office (Word, Excel) software programs. Skilled typist is required to perform data entry responsibilities.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements:
The position places the following physical demands; Delivery routes require extensive walking and travel outside between eight numerous on-site buildings, regardless of the weather; Work requires standing and walking for extended periods and may require using stairs; In addition, bending lifting and carrying of moderately heavy mail bags, tubs and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load.
The position requires the operation of a Cushman motorized vehicle, Cushman an electric tug with a trailer on the facility grounds and a government owned gasoline vehicle to provide mail delivery and pick up to multiple points in downtown Columbia. Responsibilities of the operation of the Cushman motorized vehicle is to ensure maintenance work on a scheduled basis to preclude downtime due to mechanical failures. Physical stamina is required to load and unload these vehicles on the external run.
