This position is in the Distribution (Mail & Reproduction Section), Supply Chain Management Service (SCMS) located in Columbia, SC. The principal duties and responsibilities of the position have six main components: Internal /external distribution; mail analysis to include compiling monthly reports and (non-recurring reports when required by department heads); processing outgoing mail; processing controlled mail; facility education; and ADP /mail security.
Duties
The duties of the position include, but are not limited to:
Provides guidance on how to properly diagnose malfunctions in mail processing equipment.
Provides guidance on the proper operation of mail processing equipment such as postage metering machines, letter openers and automated date/time stamps.
Assess all outgoing mail for proper and complete addressing, proper labeling, packaging and refuse mail pieces where packaging, labeling, endorsements or addressing is so insufficient as to hinder or delay delivery
Have complete and thorough understanding of mail classes and special mail services
Exercise judgment in the selection of the proper class of mail and most economical and appropriate mail service, e.g., registered, overnight, Priority
Operates a government vehicle in performance of mail delivery duties.
Verifies that misdirected mail is properly rerouted.
Plans route and delivery of mail to numerous mail stops.
Verifies the selection of proper postage for outgoing mail and parcels.
Operates a personal computer to verify schedules, designated routes and correspond with customers.
Operate common office automation tools such as scanners, copiers and printers.
Performs other duties as assigned.
This position is covered by the AFGE bargaining unit.
Work Schedule: Full-Time, Monday - Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reading, sorting and routing materials received in the mailroom; Understanding Federal and State regulations governing shipment of hazardous material not mailable through the USPS; Resolving technical issues involving the mail machine, computers and equipment; Providing training on new process or procedures; Assessing all outgoing mail for proper and complete addressing, proper labeling and packaging. Generating daily, weekly, and monthly workload reports from the automated mail-processing equipment. (This experience must be supported by your resume to be creditable.)

Physical requirements: The position places several physical demands upon the incumbent. Delivery routes require extensive walking and travel outside between eight numerous on-site buildings, regardless of the weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting and carrying of moderately heavy mail bags, tubs and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load.
The position requires the operation of a Cushman motorized vehicle, Cushman an electric tug with a trailer on the facility grounds and a government owned gasoline vehicle to provide mail delivery and pick up to multiple points in downtown Columbia. Responsibility of incumbent to ensure Cushman motorized vehicle receives maintenance work on a scheduled basis to preclude downtime due to mechanical failures. Incumbent must possess the physical stamina to load and unload these vehicles on the external run.
Required: Driver's License - Must maintain a valid state and US government driver's license to perform mail delivery duties on facility grounds and to various areas of the city.
