Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of Environmental Compliance, Coordination and Review Unit located in Jefferson, LA.
At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:
1. Serves as an Office of Environmental Compliance (OEC) National Environmental Policy Act (NEPA) Coordinator responsible for coordination and system review of Facility Safety Systems (FSS) Modification permit applications, Applications for Permit to Modify (APMs), Pipeline Permit Applications, and Structure Installation, Modification, and Repair Permit Applications.
2. Assists OEC's senior NEPA Coordinators with reviewing needs and requisite Bureau of Ocean energy Management (BOEM) Office of Environment (OE) and BSEE Regional Field Operations (RFO) Office of Structural and Technical Support (OSTS) leads on Structure-Removal Permit Applications and the associated, OE Site-specific Environmental Assessments (SEAs) and OEC Findings of No Significant Impact (FONSIs).
3. Conducts office compliance verification reviews of operational reports and industry's Post Activity Submittals (PAS), which includes requisite documentation submitted after OCS operations are complete (in part or in whole) to verify/record compliance with environmental standards.
4. Prepares program-related documents (i.e., Mitigation Effectiveness Reports (MERs), Environmental Inspection Reports (EIRs), Compliance Verification Reports (CVRs), etc.), associated with project and/or environmental program monitoring and field verification and compliance oversight activities related to environmental mitigation and conditions of approval (CoAs).
5. Advises and makes recommendations to management on technical matters related to environmental compliance issues which may involve unusual circumstances and conflicting data. Supports OEC's senior SMEs on coordination efforts and compliance matters, predominantly on process and procedural aspects, related to the Outer Continental Shelf Lands Act (OSCLA), NEPA, and other legislation pertinent to OCS energy and marine mineral operations.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-07: $49,025 - $63,733 per annum
GS-09: $59,966 - $77,955 per annum
GS-11: $72,553 - $94,317 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet thethe (A) Educational Requirement OR (B) Specialized Experience OR (C) Combination of Education and Experience for the grade to which you are applying.
GS-7
A. Educational Requirement: Possess 1 full year of graduate level education leading or superior academic achievement.

B. Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Coordinating with Subject Matter Experts (SMEs) to write scientifically defensible analyses for NEPA documents;
2) Identifying, interpreting, and analyzing environmental data and processes that are affected by OCS exploration and development; OR
3) Applying environmental laws and regulations (e.g., National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Magnuson-Stevens Fishery Conservation and Management Act (MFCMA), National Historic Preservation Act (NHPA), or others) to analyze potential impacts to natural and cultural resources from development activities.

C. Combination of education and experience: Possess a combination of graduate level education and specialized experience that totals 100% of the requirement for the GS-07 level.
GS-9
A. Educational Requirement: Possess a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Coordinating with Subject Matter Experts (SMEs) to write scientifically defensible analyses for NEPA documents;
2) Identifying, interpreting, and analyzing environmental data and processes that are affected by OCS exploration and development; OR
3) Applying environmental laws and regulations (e.g., National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Magnuson-Stevens Fishery Conservation and Management Act (MFCMA), National Historic Preservation Act (NHPA), or others) to analyze potential impacts to natural and cultural resources from development activities.

GS-11
A. Educational Requirement: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related.

Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Coordinating with Subject Matter Experts (SMEs) to write scientifically defensible analyses for NEPA documents;
