Duties

This position is located within the Department of the Interior, Office of the Director, Renewable Energy Operations (REO). At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Advises staff and provides analysis of environmental laws, regulations, Bureau of Ocean Energy Management (BOEM) renewable energy lease stipulations, consultations, and plan approval terms and conditions to support the development of BSEE renewable energy processes, integrating environmental protection, safety management systems, inspections, investigations, vital statistics, decommissioning, and systems and reporting data. 2. Collaborates with BOEM on offshore renewable energy environmental activities and processes, including development of lease stipulations and plan approval terms and conditions, and coordinates knowledge transfer and sharing strategies between BOEM and BSEE. 3. Maintains a thorough understanding of BSEE environmental compliance program processes which apply to renewable energy policy and program development, ensuring proper liaison with impacted BSEE national program offices. Works closely with field personnel, legal advisors, resource managers, and others involved with the Bureau's environmental compliance program. Provides authoritative recommendations and supporting data analysis for regulatory development. 4. Reviews relevant renewable energy industry regulations and standards and participates in meetings on environmental issues related to renewable energy development and operations. Information from the meetings is transmitted back to the staff and management. 5. Analyzes renewable energy incident and marine, trash, and debris reports for environmental impacts, adhering to BSEE Environmental Compliance Program (ECP) policies and processes. Recommends and drafts enforcement actions when warranted, in collaboration with other REO sections for consideration and approval by the Renewable Energy Operations Director, and develops, monitors, and evaluates corrective actions. 6. Conducts environmental compliance reviews for renewable energy projects, including review of post-activity submittals; and evaluates environmental management technologies, precautions, and techniques used by lessees or their contractors to perform lease activities. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval. Salary Information GS-14: Sterling, VA: $132,368-$172,075 per annum. Jefferson, LA: $122,198-$158,860 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying. (1) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Evaluating environmental programs for compliance with Federal and/or State regulatory requirements; 2) Leading the work of environmental subject matter experts or an interdisciplinary team; AND 3) Providing recommendations, technical guidance, and assistance on the interpretation of environmental requirements. Must meet all.
