Duty Location: Sacramento, California
Duties
Serves as a Senior Contracting Specialist responsible for performing the more complex and controversial contract assignments in support of Region programs.
- Reviews requisitions for completeness and accuracy and resolves discrepancies with the requiring activity. Conduct acquisition planning consultation with customers to determine procurement objective and to identify alternatives for expediting award or completion of the contract, or other agreement.
- Prepares solicitation documents incorporating all necessary contractual and socioeconomic provisions. Conduct pre-proposal conferences to provide necessary site or project information to prospective offerors.
- Analyzes bids or proposals for conformance with the solicitation and ability to perform the contract. Obtain audits and pricing reports and develops negotiation strategy, consults with technical specialists concerning data submitted by offerors, and conducts negotiations.
- Analyzes cost and pricing data submitted by offerors to substantiate direct and indirect costs and profits. Evaluate protests and mistakes in bid.
- Prepares the contract and reviews the content to assure the document reflects the full intent of the parties. Awards contract within warrant authority.
- Performs the full range of administration duties for all types of contracts, including fixed-price, cost-reimbursable, and time and material contracts, as well as cooperative agreements and lease agreements.
- Monitors expenditures on cost type contracts and reports on anticipated deviations from estimated costs. Initiate actions to terminate contracts for default or convenience.
- Provides technical guidance and assistance in developing lower-grade contracting staff and provides back-up support to other team members as assigned to ensure continuity of customer service.
Qualifications
To qualify for the Contract Specialist, GS-1102-12 you must meet BOTH the Basic Qualification Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application to support your claim.
BASIC QUALIFICATION REQUIREMENT
A 4-year course of study leading to a bachelor's degree with a major in any field.

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
-or-
Occupied a GS-1102 position continuously since January 1, 2000.

ADDITIONAL REQUIREMENT
In addition to meeting the basic education requirement, you must also meet one of the following for the GS-1102 grade level.
To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service. Specialized experience for this grade level is defined as Interpreting and applying contracting principals, policies, regulations and procedures to negotiate, evaluate, and administer fixed-price and cost-reimbursable contracts for furnishing products, services, construction or research and development; experience analyzing and developing alternative strategies or solutions to complex acquisition requirements; administering a variety of contracts; experience terminating contracts; experience analyzing, negotiating, and settling claims and proposals; and conducting cost/price analysis sufficient to review contractor proposals and bids.
**There is no education substitution for the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/29/2024.
