This position is located in the Parkinson's Disease Research Education and Clinical Center (PADRECC), of the Richmond VA Medical Center (VAMC), Richmond, Virginia in Neurology Service.
Duties
Major Duties include, but not limited to:
Program Support
Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the veteran.
Provides administrative support for the PADRECC. This includes the preparation of data and reports including interpreting administrative policies, developing, or implementing local policies, defining administrative requirements, and/or providing advice to management on requirements and related issues.
Performs administrative management requirements with numerous functions; applies new policies, maintains administrative systems, and prepares administrative paperwork; assists PADRECC in disseminating information and general improvement of communication throughout all organizational elements within the Service Line, and between other services and Service Lines throughout the entire Medical Center.
Human Resources Support
Administratively responsible for HR management functions including recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, worker's compensation, and performing necessary research related to human resource management.
Ensures training and orientation are completed for all employees.
Recommends personnel actions, in writing, for the employee to recognize outstanding performance using knowledge of incentive award submission procedures, knowledge of the performance appraisal system, and written communications skills.
Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, Veterans Health Administration (VHA) personnel policies, budgetary constraints, and work priorities.
Budget/Procurement Support
Assists in developing an annual budget, preparing projections based on past expenditure, workload, knowledge of service requirements and future goals.
Oversees and maintains PADRECC space and equipment, including the program space management and equipment maintenance and replacement plans.
Works with Veterans Integrated Service Network (VISN) contracting staff to initiate contracts to secure equipment, staff, etc. to include determining appropriate costs, writing justifications, and communicating with potential providers.
Prepares and reviews purchase orders for supplies and non-expendable property such as specialized equipment necessary to the effective functioning of the organization.
Performs other duties as assigned
Work Schedule: 7:30 AM - 4:00 PM; Monday-Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Knowledge of Human Resources Management regulations, specifically but not limited to: recruitment, performance management, position management, incentive awards, leave administration, workload distribution, etc; Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Knowledge of medical terminology and usage, covering a wide range of general medical, surgical, pharmaceutical, hospital terms and abbreviations in order to monitor consult management processes; Written and oral communication skills to include the utilization of Microsoft Office programs such as Word, Excel, and PowerPoint.

To qualify based on education for this grade level you must have have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year above a Bachelor's Degree.

Preferred Experience: Administrative experience, timekeeping, fund control experience.
Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
