The primary purpose of this position is: to serve as program manager supporting the United States Air Force Institute for National Security Studies (INSS) strategic research and analysis programs; to serve as the principal program manager and research/analysis assistant on national security and strategic policy research.

Duties

Primary assistant to INSS Director and staff for the overall administration of INSS research and education programs, including strategic and annual planning, resource and personnel support, funding requests and requirements, financial management, and problem resolution. Provide expert assistance in designing and conducting advanced research on nuclear policy and strategy topics. Provide proactive leadership in planning and managing the annual INSS research and education processes. Evaluate and advise on the selection of research products for presentation and publication both within and outside of DoD venues. Assists INSS leadership in the design, conduct, and administration of strategic education programs.

  • Employee must be comfortable dealing with high-ranking United States and foreign representatives and able to utilize tact and diplomacy on all occasions.
  • An advanced degree in a relevant field and/or significant work experience dealing at the policy and strategic planning level with strategic security/Weapons of Mass Destruction research and education is required (DPMAP Factor).
  • Prior experience editing and publishing research reports and designing and conducting applied education on topics dealing with strategic policy and weapons of mass destruction is required (DPMAP Factor).
  • A personal publication record on these topics is highly desired (DPMAP Factor).
  • Prior experience with military and civilian higher education institutions and processes is highly desired (DPMAP Factor).
  • Experience with and knowledge of the government services acquisition process is highly desired (DPMAP Factor).
  • Employee must be able to obtain and maintain certification as a Government Procurement Card holder and Defense Travel System reviewer.
  • Position occasionally requires travel away from the normal duty station, possibly overseas.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of organization, programs, missions, and functions of INS; applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of INSS administrative support functions; researching regulations, policies, and precedents plus skills in applying fact-finding and research techniques which affect INSS and related sponsored research operations; conducting detailed analyses of complex INSS research functions and work processes; planning, organizing, and directing teams engaged in academic research and education; developing new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity. OR EDUCATION: Successful completion of a PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to oversee applied research on nuclear policy issues and to monitor the design, conduct, and evaluation of related research and education programs. 2. Ability to critically assess nuclear policy research and select for publication, as well as to evaluate and assist in editing and publication of the research results of others; ability to conduct personal research and analysis in these fields leading to publication. 3. Knowledge of military operations, organizations, and employment of military power for strategic effects. 4. Ability to communicate clearly and effectively with strong interpersonal, communication, and collaborative skills. 5. Experience in organizing and administrating conferences and workshops on topics related to nuclear or strategic policy. 6. Ability to interact collegially with both military and civilian scholars, and with both national and international security policy officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
