This position is located in the Department of Homeland Security (DHS), Office of Partnership & Engagement. The primary purpose of this position is to serve as a Campaign Specialist for the "If You See Something, Say Something®" national public awareness campaign. The incumbent is responsible for supporting a variety of Campaign activities. Non-BU: This is a non-bargaining unit position. .

Duties

As a Campaign Specialist GS 0301 13, your typical work assignments may include the following under supervision: Leads campaign-related efforts between DHS component offices, to include, developing comprehensive awareness materials for DHS entities and participating in the DHS internal "If You See Something, Say Something®" campaign Working Group. Represents the "If You See Something, Say Something®" campaign and DHS at inter-agency meetings, external events, and on various working groups. Independently coordinates DHS response to inter-agency reports for congress, advocates and general public dissemination. Identifies and evaluates major programmatic issues that may require mitigation and planning and develop proposals and recommendations to address them. Coordinates and completes "If You See Something, Say Something®" campaign taskings. Develops technical papers, speeches, reports, testimony, and various types of correspondence regarding the Campaign and counterterrorism issues. Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government or private/public sector equivalent experience, performing duties such as: Lead and instruct regarding the laws, policies, and regulations governing agency relationships with external stakeholders sufficient to advise management, manage and implement projects, and assess program effectiveness. Lead the Department's engagement with internal and external partner organizations related to national public awareness campaigns, as well as external engagement activities via paid media, social media, multimedia product development, partnership-development and sustainment, webinars, and other written communication activities; AND. Use the principles, methods, practices, and techniques of external agency relations and communications sufficient to develop and improve outreach, liaison, and engagement programs, and develop recommendations for improvements. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
