You will serve as a EQUIPMENT SPECIALIST (CRANES) in the Compliance Division of NCC.

Duties

You will perform hands-on inspections of equipment to ensure it meets applicable requirements. You will review and evaluate other key program management areas such as program manning, maintenance planning and execution, crane replacement and moderation plans, internal program oversight, and management performance. You will develop, revise, evaluate, and review weight handling program training for use Navy-wide. You will provide formal classroom training for mandatory training courses and on-hands training in the inspection and load testing of weight handling equipment and rigging gear. You will review testing procedures and quality assurance data submittals for conformance with contract and regulatory requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Must be physically able and willing to climb to heights of up to 200 feet on cranes and crane booms to conduct inspections. This may be as often as twice a month or more.
  • Must be able to crawl, stoop, and occasionally work in cramped spaces.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying program non-compliance, and recommend cost effective improvements in Weight Handling programs or other major programs areas such as production, safety, training, industrial processes, etc.; 2) Performing audits and inspections of Weight Handling programs or other major program areas such as production, safety, training, industrial processes, etc.; 3) Analyzing records of activities to review compliance with WHE directives; 4) Preparing and delivering oral and written technical reports to management; 5) Inspecting and identifying deficiencies in equipment and rigging gear; 6) Maintaining or inspecting WHE in accordance with requirements/regulations. Specialized experience must demonstrate the following: 1) Assisting others in identifying program non-compliance, and recommend cost effective improvements in Weight Handling programs or other major programs areas such as production, safety, training, industrial processes, etc.; 2) Assisting others in performing audits and inspections of Weight Handling programs or other major program areas such as production, safety, training, industrial processes, etc.; 3) Assisting others in analyzing records of activities to review compliance with WHE directives; 4) Assisting others in the preparation of written technical reports to management; 5) Inspecting and identifying deficiencies in equipment and rigging gear; 6) Maintaining or inspecting WHE in accordance with requirements/regulations. Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree
