You will serve as a SUPERVISORY EQUIPMENT SPECIALIST (CRANES) in the OPERATIONS OVERSIGHT DEPARTMENT, COMPLIANCE DIVISION of NCC. This request is for a MIOC within Navy Crane Center UIC 3258A

Duties

You will provide guidance and inspection requirements to Navy activities on weight handling program matters. You will determine if weight handling programs are in compliance with applicable requirements to include nuclear, Special Purpose Service, and reactor servicing requirements. You will provide an independent, evaluation/assessment of weight handling programs at Navy and non-Navy activities. You will prepare formal evaluation and assessment reports. You will develop projects and identify specific work to be accomplished by evaluation team members. You will review equipment and rigging gear load test and inspection documentation to ensure correct test loads, minimum load test time durations, and proper inspection periodicities.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Supporting the Echelon III Navy Crane Center (NCC) mission directly to perform evaluations, reviews and other tasks as assigned to facilitate safe weight handling operations and maintenance evolutions. 2) Provide supervision for up to (5) GS-1670-12s. 3) Plan work to be accomplished, set and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees, and evaluates work performance of subordinates. 4) Gives advice, counsel, or instruction to employees on both work and administrative matters and resolves problems/conflicts. 5) Responsible for providing direction to the evaluation team and overseeing their day-to-day work, including planning/scheduling work of the evaluation team; ensuring quality and timeliness of work, resolving problems/conflicts. Incumbent shall be familiar with NAVFAC P-307, ASME weight handling program standards, NAVSEA Crane Quality Manual, NAVSEA 0989-030-7000 (Lifting Standard), and other applicable weight handling program requirements and criteria.6) Responsible for cooperating and participating fully in the development of the Command's Equal Employment Opportunity (EEO) Affirmative Action Plan and carrying out EEO policies and communicating support of these policies to subordinates. 7) Mentors and trains subordinates on evaluation techniques, technical requirements, and standardization. 8) Assists in development of annual evaluation schedule for all Navy activities. 9) Develops cost estimates for reimbursable evaluations under their cognizance. Tracks and provides response (as necessary) responds to evaluation report responses from activities under their cognizance.
