Duties
- Assists with various compliance activities associated with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), and other associated laws, regulations, and policies.
- Develops management plans and agreements with state and Federal management agencies.
- Works with a variety of professional, technical, and skilled craft workers to implement a wide range of outdoor recreation or natural resource projects.
- Identifies existing and potential problems associated with recreation, planning, construction, operation, and maintenance activities on project lands.
- Prepares technical reports and provides technical assistance to multidisciplinary government or contracting personnel involved in preparing such reports and/or permits.
- Participates in meetings with project partners and resource agencies regarding recreation, fish, and wildlife resource management issues.
- Establishes and maintains working relationships with state, local, and other Federal agencies, special interest groups and members of the public.
Qualifications
In order to qualify for the Natural Resource Specialist, you must meet BOTH the Basic Education Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.
Basic Education Requirement:
A. Degree: A 4-year degree from an accredited college or university leading to a bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
ADDITIONAL REQUIREMENT: In addition to meeting the basic education requirement, you must also meet the qualifications below:
GS-07:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service or its non-Federal equivalent that included assisting with environmental compliance, recreation, or land resource management activities; and drafting technical documentation.
OR
Education: One full year of graduate level education. The education must demonstrate the knowledge, skills and abilities necessary to do the work.
OR
Superior Academic Achievement: Must meet one of the following: Upper 1/3 of graduating class based on completed courses; 3.0 or higher out of possible 4.0 based on four years of education or based on final two years of curriculum; 3.5 out of a possible 4.0 based on average of required major courses or required major courses in final two years of curriculum; Member of national scholastic honor society which meets requirements of Association of College Honor Societies.
OR Combination of graduate education and specialized experience as described above.
GS-09:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service or its non-Federal equivalent that included experience analyzing and assisting with projects related to the conservation and management of fish and wildlife resources; analyzing environmental compliance, recreation or land resource management activities; and preparing technical documentation.
OR
Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
Combination of graduate education and specialized experience as described above.
GS-11:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service or its non-Federal equivalent that included experience managing projects related to the conservation and management of fish and wildlife resources; analyzing and offering recommendations related to environmental compliance, recreation or land resource management activities, and finalizing technical documentation.
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field.
OR
Combination of graduate education and specialized experience as described above.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education
