Duties
- Assists with various compliance activities associated with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), and other associated laws, regulations, and policies.
- Leads and assists in developing management plans and agreements with state and Federal management agencies.
- Works with a variety of professional, technical, and skilled craft workers to implement a wide range of outdoor recreation or natural resource projects; supervises a crew of seasonal laborers.
- Leads and participates on teams working on recreation, fish, and wildlife resources management activities.
- Prepares technical reports and provides technical assistance to multidisciplinary government or contracting personnel involved in preparing such reports and/or permits.
Qualifications
In order to qualify for the Natural Resource Specialist, you must meet BOTH the Basic Education Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.
Basic Education Requirement:
A. Degree: A 4-year degree from an accredited college or university leading to a bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
ADDITIONAL REQUIREMENT: In addition to meeting the basic education requirement, you must also meet the qualifications below:
GS-11:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service or its non-Federal equivalent that included experience assisting with environmental compliance activities related to National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), Fish and Wildlife Coordination Act, or associated natural resource laws/policies, and collaborating with a multi-disciplinary team.
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field.
OR
Combination of graduate education and specialized experience as described above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level.
