Duties

WHAT IS THE SBSE - Small Business Self EmployedDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SB/SE DEPUTY COMMISSIONER EXAM, SPECIALTY EXAMINATION, BSA EXAMINATION The following are the duties of this position at the full working level. Acts as a contact point for program related inquiries. Provides technical, clerical and management personnel with guidance and feedback on program operations and results. Prepares program reports as required. Interprets the substance of current regulations, policy guidance and advisories. Follows applicable procedures for case assembly and processing. Develops new procedures as necessary, and obtains management approval for implementing recommendations. Reviews the aspects of the case; determines if all modules of the taxpayer account are correct and that all required case actions are completed in each situation. Completes or reviews all assessment documentation for the assessing official. Coordinates collection of unpaid liabilities with Financial Management Services (FMS) and IRS Counsel. Abates or adjusts penalties in response to Counsel or Appeals decisions. Provides feedback and composes written responses to examiners, managers, and other customers. As necessary, prepares written explanations to taxpayers and their representatives. Represents the IRS in interactions with Counsel and Treasury. Serves as technical advisor to the field on penalty and interest issues. Acquires and maintains specialized technical and procedural knowledge of interest issues. Provides guidance and instruction to targeted audience and less experienced examiners. Responds to inquiries from taxpayers and revenue agents. Reviews the examinations and related investigations of a variety of individual and business taxpayers involving complex tax and BSA issues and concentrates on the technical and procedural issues relating to penalties and interest. Researches tax case documentation and evaluates whether the rules and regulations relevant to penalty and interest determinations were correctly applied. Decides whether penalty and interest determinations are in compliance with statutory provisions and policy requirements. Interprets and applies recent court rulings and precedential decisions relating to penalties and interest determinations. Performs analysis of statistical data. Provides feedback when required. May conduct management studies to identify trends in penalty and interest determinations based on observations made during the review of cases. Prepares cases for referral to Appeals. Prepares recommendations for IRS Counsel when appropriate. Prepares Title 26 referrals for appropriate business unit based on Title 31 examination cases.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: Specialized Experience : You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience in legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience includes: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. And serves as a Technical Advisor to the field on penalty guidance and gives instruction to less experienced examiners. Responds to inquiries from taxpayers and revenue agents. OR LL.M. degree with specialization in Taxation OR A combination of qualifying graduate education and experience as described above. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
