You will serve as a SUPERVISORY ELECTRICAL ENGINEER in the PLANNING, DESIGN, AND CONSTRUCTION DIRECTORATE, DESIGN DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will independently develop and produce in accordance with applicable laws, Codes, Standards, and project objectives and requirements project electrical designs and construction documents using a variety of computer software. You will prepare field surveys documenting existing electrical systems and existing site conditions. You will perform forensic site investigations and preparing written, technical documentation You will perform complex calculations using computer software or hand-calculations for design and analysis of electrical systems (i.e. lighting illuminance, voltage drop). You will analyze and evaluate electrical systems and equipment in support of construction and compare design alternatives with respect to efficiency, energy savings, constructability, future expandability, and costs. You will provide engineering cost estimates to provide a baseline for probable construction costs. You will analyze and interpret contract drawings and specifications to determine the extent of the contractor’s responsibility under the provisions of the contract. You will provide technical support during construction with regard to problems arising from unforeseen conditions, design errors, construction errors, interfacing new work with existing work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing designs, plans, specifications, and cost estimates for electrical engineering projects; 2) Developing and constructing project electrical engineering design for medium (4.15 -34.5kV) and low voltage (120V-600V) electric power distribution systems, building's and site lighting and communication systems by applying electrical engineering concepts, theories, principles and practices; 3) Extensive knowledge of Electrical Engineering Design Standards and Codes, including the National Electrical Code (NEC®, NFPA 70) and the National Electrical Safety Code (NESC®, IEEE C2), Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), construction materials, construction and maintenance methods, and building systems. 4) Planning, designing, and/or sketching overall solutions for electrical engineering features of various complex and unusually difficult projects for preliminary and final design purposes; 5) Advising and recommending electrical engineering methods and systems to develop and coordinate projects for design, repair, alteration, rehabilitation, installation, improvement, or demolition; 6) Performing basic electrical engineering studies and forensic site investigations for funding of current or future projects; 7) Assisting in the preparation of contract specifications, cost estimates, and bills of material for electrical projects; and 8) Evaluating performance of subordinates to ensure timely performance of work and quality of work and identifying developmental and training needs of employees. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
