You will serve as a ELECTRICAL ENGINEER in the Business Directorate, Capital Improvements, Engineering and Design, Electrical Engineering of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will analyze and evaluate engineering design, specifications, and system requirements for technical accuracy. You will prepare electrical design drawings, calculations, and specifications to accompany design models generated on electrical engineering design software (e.g., AutoCAD). You will perform field investigations to evaluate electrical issues and concerns with existing facilities to develop recommendations. You will resolve design project development and design construction conflicts through personal meeting, visits, or conferences. You will develop project management plans addressing schedules, costs or other resources. You will prepare detailed work procedures, task sequences, instructions, or designs for engineering projects.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Registration as a Professional Engineer.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Developing and constructing computer-aided project electrical engineering designs for low voltage (120V-600V) electric power distribution systems, buildings and site lighting and communication systems by applying electrical engineering concepts, theories, principles and practices; 2) Following guide specifications, criteria and policy, industry codes, and standards related to electrical engineering including the National Electrical Code, National Electrical Safety Code, and the International Building Code to plan, design, construct and maintain a wide range of shore based engineering projects; 3) Preparing written and oral presentations, correspondence, reports, and economic analyses concerning project specifications, design and construction of a variety of facilities. Specialized experience must demonstrate the following: 1) Analyzing and designing electrical systems for a variety of facilities; 2) Preparing outlines of services, scopes of work, construction estimates, and engineering fee estimates for work performed under Architect-Engineer (A&E) contracts; 3) Reviewing calculations, cost estimates, project documents, reports, and designs for technical adequacy and sound engineering practice; 4) Performing electrical system assessments and equipment inventories; and 5) Performing electrical commodity analysis. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
