About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as Director, Quality Assurance Office

Duties

Principle advisor on all matters pertaining to evaluation of DOTMLPF-P support to the training and education enterprise, ADDIE processes and Army Accreditation and USAICoE and the MI NCOA accreditation readiness. Serve as principal liaison to, DOD, DA, TRADOC, CAC, and other MACOMs on training evaluation and standardization. Oversee and coordinate institutional evaluation and accreditation process for MI training. Conduct special research studies and experimental programs in order to support training mission of the Intelligence Center. Through evaluation activities, formulate and recommend solutions to identified training gaps and weaknesses. Collaborate with stakeholders to monitor improvement efforts for follow-up and resolution of identified problems IAW DA evaluation criteria. Ensure continuing coordination with all trainers, training developers and directorate leads as required sufficient to effectively integrate evaluation of the ADDIE process and supporting DOTMLPF-P. Initiate field visits, which involves interviewing commanders to determine problem areas to be evaluated. Evaluate doctrinal changes and determine effect on AOCs and MOSs. Oversee evaluation of capabilities of graduates, and efficiency and effectiveness of training within TDA and TOE units. Conduct quality control or quality assurance program that evaluates training development plans and initiatives, conducting accreditation self-assessments, performing related research work. Exercise direct and indirect supervision of subordinates and subordinate supervisors. Establish priorities; develop work plans; set quality and performance standards; plan and organize resources to accomplish the mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must complete and submit Confidential Disclosure Report, OGE-450 upon entering the position and annually thereafter.
  • Two year trial/probationary period may be required.

Basic Requirement: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. It is important to recognize that on rare occasions there may be applicants who may not meet exactly the educational requirements for a particular series, but who, in fact, may be demonstrably well qualified to perform the work in that series because of exceptional experience or a combination of education and experience. In such instances, a more comprehensive evaluation must be made of the applicant's entire background, with full consideration given to both education and experience. To be considered qualified, the applicant's work experience must reflect significant full performance-level accomplishment directly applicable to the position to be filled, and be verified by a panel of at least two persons who have professional standing in the field. Such verification is necessary to insure that the applicant's background is compared to the appropriate duties and responsibilities required at the full performance level in the occupation. You must submit this panel verification with your application package in order receive consideration of experience in lieu of the basic education requirement. Specialized Experience Requirement: Specialized experience is defined as one year or more of experience that demonstrates a practical knowledge of military intelligence training program evaluation and accreditation readiness as demonstrated by performance of all of the following: (1) Using training evaluation methodologies, statistical analysis, and evaluation instruments to analyze effectiveness and efficiency of Department of the Army military intelligence training programs; (2) Participating in military intelligence training program accreditation efforts and initiatives; and, (3) Developing written materials related to training and education program evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
