The CHIPS Strategy, Technology, and Policy Division is looking for a Senior Policy Advisor who is excited to work with a new, evolving team! This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 10/29/2024, whichever comes first.

Duties

The CHIPS Program Office is looking for staff who are excited to work with a new, evolving team that will be responsible for evaluating, structuring, negotiating, and executing grants and loans for applications coming into the CHIPS Program Office. As a Senior Policy Advisor within the CHIPS Program Office's Workforce Strategy Office, you will lead key policy initiatives, direct research, data analysis, and synthesis to develop recommendations, actively contributing insights to CHIPS workforce strategy in the semiconductor industry. As the new Senior Policy Advisor on our team you will: Continuously evaluate/refine processes to optimize efficiency/effectiveness in achieving policy objectives. Develop strategic perspectives, integrate multiple viewpoints, and adapt project plans. Navigate nuanced policy landscapes with finesse, making informed decisions where guidelines are complex and require insightful interpretation.

Qualifications

BASIC REQUIREMENTS Applicants must possess one year of specialized experience equivalent to at least the GS-13 (ZA-III at NIST) level. Specialized experience is defined as: Develops, analyzes, recommends, executes, and evaluates projects and key business processes, including project budget planning, developing business strategies, and liaison of various business functions. Anticipates management problems and devises solutions in the form of operational policies and procedures to ensure that the technical programs are carried out with maximum efficiency. Excellent communication skills. AND expert knowledge of national and international policy issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
