Duties
These positions serve as Assistant Field Managers for the West Desert District.
Responsible for the full supervision of subordinate employees, including setting performance goals, planning, assigning and appraising work, advising and mentoring employees, and arranging needed training.
Develops recruitment documents and leads selection process for vacant positions.
Responsible for programming annual budgets and performance targets and ensures that expenditures are within budget allocations.
Provides input to the preparation, implementation, and conformance of the land use plans.
Facilitates the Interdisciplinary Team and prepares and/or coordinates NEPA (National Environmental Policy Act) documentation, CXs (Categorical Exclusion), EAs (Environmental Analysis), and DNAs (Determination of NEPA Adequacy) for planning efforts.
Promotes internal and external communication and coordination, including with local interest groups, individuals, users, general public, State and local government, and other Federal personnel.
Participates as a key member of the field office management team and serves as Acting Field Manager under a formal delegation of authority, in the absence of the Field Manager.
Ensures compliance with Bureau policies, regulations, applicable federal, state and local laws, and agreements relating to resource programs.

To qualify at the GS-12 level you must meet the following:
Specialized Experience:
Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level comparable in difficulty and complexity to perform the duties of an Assistant Field Manger. Qualifying specialized experience includes: planning, implementing, and/or administering natural resource programs in a multi-resource environment involving the management of public lands; applying federal laws, regulations, policies and guidelines sufficient to plan, develop and/or implement administrative and natural resource programs; being a member and/or leader of an interdisciplinary team associated with a National Environmental Policy Act (NEPA) process; being a member and/or leader of a team assigned to work together to accomplish a natural resource project; and utilizing computer software programs to complete daily tasks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending, and climbing on steep and rough terrain.
Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
