This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Works under the general direction of the Engineering and Construction Deputy. Receives an outline of objectives to be achieved and policies to be followed. Plans details of work in compliance with applicable regulatory controls and instructions.
Serves as organization's expert for the automated Corps of Engineers Financial Management System (CEFMS).
Prepares travel orders/vouchers itineraries, authorizations and automates travel/computation using CEFMS to allocate funds for the traveler.
Serves as a liaison between the Branch and the Project Managers/Project Analyst in assuring that all CEFMS data is processed correctly and in a timely manner.
Determines nature of the inquiry, and based on knowledge of Branch activities and personnel, refers visitors or callers to appropriate staff person or technical specialist.
Assists supervisor and other technical/professional personnel with preparation of technical reports, technical papers, and articles.
Obtains information and provides interpretation of regulations, ensuring uniformity in policies and procedures.
Maintains operating files, regulatory reference guides, and data necessary for current operations and disseminates to appropriate guidance to Branch personnel.
Performs time and attendance and labor reports using CEFMS, insuring accurate funding work items to be used in charging time and labor to the appropriate project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
Current students who will graduate no later than December 31, 2024.
Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion
Applicants can be selected at either the GS-04, GS-05, or GS-6. The target grade of this position is GS-06.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).
To be eligible for conversion to a permanent or term position, Recent Graduates must:
Be a U.S. Citizen
Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
Demonstrate successful job performance.
Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

Minimum Qualifications for GS-04:
General Experience: One year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled, such as, timekeeping, filing, drafting correspondence, inputting data into automated systems, or utilizing technical program applications such as Microsoft Outlook, Microsoft Word, Microsoft Excel and Microsoft PowerPoint.

Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.
Minimum Qualifications for GS-05:
Specialized Experience: One year of specialized experience which includes completing administrative and clerical office work such as timekeeping, filing, or drafting correspondence processing of records and/or documents inputting data into automated systems; and utilizing technical program applications such as Microsoft Outlook, Microsoft Word, Microsoft Excel and Microsoft PowerPoint. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Minimum Qualifications for GS-06:
Specialized Experience: One year of specialized experience which includes assisting in budget formulation and/or preparation; advising employees regarding pay, leave, travel vouchers, and/or administrative policies; and utilizing automated financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
