Duties
PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to AF/A3OX.
DUTIES:
Plans, organizes, and directs the activities of AF/A3OX, ensuring that the Air Force Special Programs Division complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AF/A3OX with a variety of installation and functional area organizations.
Serves as the authoritative special access program capability requirements advisor to senior Air Force Leadership.

- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI).
- Incumbent must successfully pass a Counterintelligence (CI) polygraph as a condition of employment.
- May occasionally be required to work other than normal duty hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis Series (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include comprehensive knowledge, extensive experience, and proven expertise in Air Force special access program capability requirements and their factors/considerations, analysis of same, determination of improvement options for execution, and related policy/guidance. Previous experience with U.S. Air Force SAPs through both CW and IJSTO is mandatory and essential; and expert knowledge, extensive experience, and proven expertise in IJSTO processes, procedures, requirements, planning, and policies; as well as in-depth knowledge of Air Force operations that enables the incumbent to analyze, articulate and advocate for SAP capabilities in support of DoD/Joint force application objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization with enterprise impact and perspective.
Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions with respect to SAPs, direct staff studies for general officer review, and facilitate the condensing of extremely technical input into layman's terms without altering basic content.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
