Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Communications, Programs Public Affairs Section, in Washington D.C.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Provides public affairs support and communication efforts for energy development, marine minerals, environmental studies, and other areas as required. In this capacity, the incumbent serves as a public affairs program support specialist in BOEM's Office of Communications.
Plans and executes nationwide public affairs campaigns targeting both local and national audiences. This includes developing and implementing a variety of communication tools such as news releases, fact sheets, presentations, articles, social media content, and web content. The strategy also encompasses managing media and stakeholder interactions, addressing communication issues, preparing management briefings, and representing BOEM at public meetings.
Creates and coordinates digital content for BOEM's website and social media platforms. This includes collaborating with BOEM's web team to identify multimedia needs and effectively promote content.
Develops social media campaigns, including writing, editing, and posting content for BOEM's platforms.
Leads the strategic planning and execution of public engagement initiatives, including conferences, symposiums, and forums; and analyzes public perceptions and feedback to refine and improve engagement strategies.
Establishes connections with media representatives and specialized groups, including non-traditional and adversarial ones; and solves communication-related problems and preparing briefings for management.
Develops and implements strategies to facilitate effective communication among employees, including creating and managing internal communication materials, digital content, and organizing internal events to ensure clear and consistent messaging within the organization.
The BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-12: ($99,200 - $128,956) per annum.
GS-13: ($117,962 - $153,354) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience Requirements:
GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the 11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience assisting in designing, planning, and executing public affairs campaigns for issues of major national scope and significance involving the conveying of information about complex programs affecting a large and diverse number of people.
2. Experience analyzing and evaluating the impact of communication strategies and tactics.
3. Experience drafting web and social media content and ensuring that content is current and easily understood by the public.
Must meet all.
GS-13: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the 12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience designing, planning, and executing public affairs campaigns for issues of major national scope and significance involving the conveying of information about complex programs affecting a large and diverse number of people.
2. Experience analyzing, evaluating, and advising management on the impact of communication strategies and tactics, and providing recommendations for how to increase audience reach, effectiveness and stakeholder engagement.
3. Experience drafting web and social media content and ensuring that content is current and easily understood by the public.
