The purpose of this position is to serve as the Contracting Official Representative (COR) and in the management in support of a Command-wide $870M Information Technology Capabilities Contract (ITCC) and for the J6 USSTRATCOM headquarters directorate. Responsibilities include Quality Assurance Program Manager and the Contractor Performance Assessment Reporting System assuring that USSTRATCOM/J6 contracts incorporate appropriate policy, quality controls, measures, and surveillance.
Duties
Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
Plans, organizes, and coordinates activities of functional specialists including contracting, program control, and configuration/data management.
Reviews and directs the progress of contractors in meeting program objectives.
Prepares and presents staff studies for presentation to the Director and other management officials.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Employee is expected to meet Continuing Acquisition Education requirements.
- The employee must be able to obtain and maintain a Top Secret SCI clearance as a condition of employment.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program (CONT.)
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety (CONT.)
- It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing (CONT.)
- Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
5. Ability to establish and maintain good working relationships with individuals and groups within the office as well as outside the immediate work unit.
6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
