This position is located in the Financial Resources Management Service at the Michael E. DeBakey VA Medical Center, Houston, TX (MEDVAMC). The primary purpose of this position is to provide financial advice and perform assistance work for internal operations of the medical center, such as, education, research, operations, and maintenance programs in direct support of the Budget Officer and Chief Financial Officer in order to successfully meet the mission and objectives of the facility.

Duties

Major duties and responsibilities include but not limited to: Provide detailed instruction to various management officials during budget calls and during other budget formulation processes. Prepare annual budget formulation documents in final form and ensures that all reconciliations are made as to workload data, accuracy, and distribution to programs. Review historical financial operating data and trends to prepare and/or validate estimates. Resolve complex problems of prediction and forecasting. Provide a variety of salary estimates to include overall increases/decreases in the affordable FTE ceiling and individual programs funded by specific purpose and Office of Rural Health funding. Prepare justifications for estimates to be used in the presentation of the budget. Present budget estimates and justifications to top management officials. Direct the compilation and coordination of the presentation materials. Perform budget execution duties for the medical center. Analyze and evaluate the effects of program plans and budget issues. Reconcile all fund control points to the Status of Allowance report. Recommend and adjust departmental budgets when required. Distribute funds to operating officials, review expenditures against budget plan, and ensures compliance with personnel salary and ceiling restrictions. Coordinate with local program officials, national program offices, VISN, VACO and outside agencies to ensure that all program needs are met, and applicable funding is available. Perform duties associated with the management and control of resources or funds. Provide required briefing reports in a complete and timely manner according to a preestablished schedule. Perform duties involving the analysis and forecasting of the usage of funds within a program. Develop cost data for a complete program utilizing a variety of sources. Review progress of all obligations and maintains sufficient familiarity with operating and financial programs to make early recommendations for reprogramming actions. Provide timely financial advice required to make effective decisions and provide for proper program planning. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For the GS-11 position: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: computer systems (i.e., desktop, personal (PC), workstation); VISTA/IFCAP (Running Balances, 2237s, 1358S); Microsoft Excel (i.e., Formulas, Pivot Tables, Charts); Microsoft Office (i.e., Word, Access, Outlook); various financial reports including daily, bi-weekly, and monthly reports (i.e., Status of Allowance, Overtime, FTEE). Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed education graduate level education (in excess of the first 2 years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. For the GS-12 position: You may qualify based on your experience as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to: working in computer systems to include FMS, VISTA/IFCAP, IPPS, and VSSC; working with and identifying the contents of VA Financial Reports including daily, biweekly, and monthly reports; utilizing knowledge of operating plans, flash reports, and/or other financial reports for a large facility; participating in or leading an annual close out to include being fully involved in the process; and developing projections and analysis for management to represent medical centers financial condition. Note: This experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Budget AdministrationComputer SkillsFinancial Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires some physical effort such as standing, walking, bending, filing, and the lifting and/or carrying of light items such as files and office supplies.
