As a Deputy Office Chief within the Office of the Chief Financial Officer at Johnson Space Center, you will collaborate with the Chief to provide administrative and management support necessary for accomplishing the work of the Office. You will provide supervision to office personnel performing budget formulation and execution activities, analytical assessment of critical budget issues, and day-to-day budget operations.

Duties

Manage implementation of agency-wide budget guidance governing the formulation and execution of budgets. Recommend policies that impact program goals and national priorities. Direct the overarching processes and procedures that encompass day-to-day budget operations ensuring all Federal regulations are properly applied. Obtain resources and identify/support strategic objectives for the organization. Define technical work requirements and milestones. Evaluate the organization and employee accomplishments; present and defend work to management and customers. Serve as a senior expert and consultant to top agency management officials, advising on critical budget issues. Advise budget experts throughout the agency on issues that involve applying or tailoring methods or procedures. Define jobs, select employees, and assign work. Recommend employee promotions and recognition, approve leave, implement performance modifications, and take corrective actions as appropriate. Ensure opportunities for skill development are available, use an inclusive approach to work assignments, and actively promote an environment that values innovation. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • A one-year supervisory probationary period may be required.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Overseeing or providing technical guidance on resources management activities (e.g., full cost management of funds including Procurement, Labor, and Travel budgets); Working directly with the Agency and Federal budget process, Planning, Programming and Budget Execution (PPBE) process, and/or NASA financial systems to develop resource recommendations; Leading a diverse multi-disciplinary team and/or projects.
