The Budget Analyst for Veterans Affairs Connecticut Healthcare System, is part of the Financial Management Section. The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the supported organizational component/facility.
Duties
Serves as Budget Analyst for the VA Healthcare System's operating budget, including all phases of program planning and analysis. Incumbent determines requirements and establishes priorities, provides guidanceto managers and supervisors concerning formulation, planning, and execution of the operating budget.
The budget analyst assists with providing advice and guidance to management officials on all budgetary matters. Develops and implements policies
and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, provides reports and budget updates, etc. Implement procedures and controls to minimize probability of the occurrence of an Anti-deficiency violation.
Assists with the formulation of the operating program budget and manages and monitors fund distribution for the operation of the medical center.
Prepares quantitative and analytical data required during the formulation, execution and review processes.
Conduct reviews, analyses, and evaluation of the use of funds for budgetary planning and day to day fund management
Perform major reprogramming several times annually and minor reprogramming on a frequent basis.
Perform quantitative and qualitative analyses, interpretation and evaluation of the feasibility and effectiveness of projected and current programs in achieving objectives.
Apply statistical formulae, techniques and methods for the gathering and interpretation of quantitative information.
Provides staff with statistical data required for planning, policy and operating decisions.
Make authoritative recommendations to fiscal officer and assistant fiscal officer to insure the observation of sound budgetary principles.
Prepare supporting data or material for funding requests and justification for submission to VISN 1 or other higher headquarters.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-9 LEVEL GRADE REQUIREMENTS:
GS-9 Specialized Experience:
Applicants must have at least one year of specialized experience equivalent to at least the GS-07 level which provided the knowledge, skills, and abilities to successfully perform the duties of the Budget Analyst. Specialized experience includes but is not limited to: Experience with budget and finance regulations, procedures and process for budget formulation to compile, correlate, and consolidate individual estimates for items such as personnel salaries and expenses, travel, and minor building maintenance. Experience with and skill in applying commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods of serviced components sufficient to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Experience analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones.

GS-9 Education: Applicants may substitute education for the experience required for the GS-09 level which is a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED)
