This Budget Analyst position is located in Fiscal Service at the West Haven, CT location. This position is a Full-Time position at 40 hours per week.
Duties
Budget Analyst for the VA Medical Center, West Haven, Connecticut which consists of a complex medical center, with multiple Community Based Outpatient Clinics (CBOCs). The incumbent performs a full complement of budgetary functions and duties associated with all phases of the intricate budget process. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation/enactment or budget execution.
Duties include but are not limited to;
Provides advice and guidance to program and line managers on the interpretation of budget estimates
and the formulation of budget requests in support of the programs of the facility.
Reviews facility budgetary and program requirements to assure their conformance with established
agency policies and the intent of Congress.
Provides advice to the assigned organization on modifying budget estimates in response to the annual
mid-year and fall reviews. Reviews initial budget submission to ensure that planning guidelines are
followed and the estimates for the fiscal programs are in line targets.
Develops proposed budgetary and procedural guidance (i.e., format for budget estimates) for issuance to
the organizations. Develop summary charts providing a synopsis of the facility's budget request and
highlights issues with pertinent background information so that effective budget decisions can be made.
Participates in the fund distribution process and controls and reviews assigned areas at the planning,
apportionment and allotment stages.
Assists in the preparation of instructions pertaining to format,
content, and underlying policy assumptions for facility preparation and submission of monthly budget
operating plans.
Reviews operating plans for conformation with established policies, plans, and objectives.
Evaluates
operating plans for reasonableness of workload, obligations, and outlay data. Insures that monthly and
yearly trends are reflected in the operating plan and recommends any necessary adjustments.
Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial
problems. Takes appropriate action when necessary.
Investigates and explains deviations from fiscal operating plans and program objectives.
Develops
monthly analyses of program actual and possible trends, with detailed explanation of significant
deviations. Develops additional analysis providing historical data of programs.
Prepares special analyses,
studies, and reports as requested by the supervisor and higher authority.
Initiates, develops, and conducts special studies relating to facility business lines and ancillary programs
accounts.
This position is a Bargaining Unit position.
Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.
This position is in the Competitive Service.
Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, and for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To Qualify for a GS-9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying and analyzes trends in the receipt, obligation. or expenditure of funds. Reviewing and developing reports and consolidating annual budgets and providing staff assistance and advice on matters related to the Finance program. OR
Education: Applicants may substitute education for the experience required for the GS-9 level. To substitute education for specialized experience applicant must have a Master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.
Combination: When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.
To Qualify for a GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determines requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Combination: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements: Work is primarily sedentary in nature, being performed while seated at a desk. Some walking, stooping and bending is required.
