Employee serves as the Program Specialist reporting in a line capacity to the Radiology Service Chief and works closely with the Facility Chief Information Officer (FCIO) of Information Resources Management (IRM), & the Supervisory Information Technology Specialist Manager (Customer Support) the Information Technology Specialist (PACS Administrator) is responsible for overseeing and maintaining the operational status of the Picture Archiving and Communication System (PACS).

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Monitors QC exceptions in PACS and reports data to imaging Service Chief. Investigates system malfunctions to determine the cause. Defines and isolates the specific problem(s), using available diagnostic and error recovery techniques, and initiates corrective actions. Responsible for day-to-day operations of PACS and Voice Recognition equipment, including image workflow, archiving, interfaces, auto routing, prefetching, and other related activities. Coordinates activities with PACS Administrators at other related Medical Centers. Works with Clinical Application Coordinators (CACs) or others responsible for Vista Imaging, to assure that diagnostic images from PACS are available to authorized staff throughout the Medical Center. The PACS Administrators within multiple Medical facilities function as a group, sharing technical knowledge as needed and providing support for each other. Provides first-line technical support for image transmission and voice recognition and display errors related to modalities which include Vista interface, display workstations, printers, Artificial Intelligence software, reconstruction software, cloud base other forms of image sharing (CD/DVD uploads downloads), and voice recognition system. The Program Specialist is required to provide shared after-hours PACS on call coverage for multiple facilities as well as during scheduled and unexpected downtimes. Oversees activities of vendors in all phases of installation and implementation of new PACS-related systems, as well as interfacing of new imaging equipment to PACS. The Program Specialist is required to provide shared after-hours PACS on call coverage for multiple facilities as well as during scheduled and unexpected downtimes. Works closely with leadership in the development of operating standards, policies, and procedures. Acts as liaison between radiology and other departments related to medical imaging initiatives and procedures and assisting with existing or new medical imaging endeavors. Performs other duties, as necessary. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes using technology to deliver quality medical images and other data to providers, vendors and patients; manages projects/programs that include budget control, reporting, and managing resources; performs data collection and management; develops policies, reports and correspondence. OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education in excess of 2 years, combined with related specialized experience may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Working Conditions: The work is mostly sedentary. No special physical demands are required to perform the work. Duties may require lifting and carrying computer equipment such as monitors and printers. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
